Description
AMENDMENT TO SYNOPSIS: THIS IS A SMALL BUSINESS SET ASIDE. USNS Zeus will be available for inspection by potential offerors prior to the issuing date of this solicitation. The survey will commence on 16 - 20 FEBRUARY 2009 at the Naval Weapons Station Yorktown, Cheatham Annex, located in Williamsburg, Virginia. A pre-proposal conference is scheduled for 0900 on 19 Feb 2009 onboard the vessel. Inspection of the vessel is not mandatory and will be at the offeror's expense. All offerors planning to inspect the vessel must be registered with the MSFSC Contracting Officer no later than 12 NOON on 11 FEBRUARY 2009. Participants shall be required to submit a formal access request on company letterhead with the vessel name, location and duration of visit prior to the deadline with the following information for each person planning to attend: name, social security number, company and job title, date and place of birth, citizenship, and any security clearances held (showing the granting agency and date of clearance) prior to inspection. In addition the access request, each person is required to submit completed copy of the attached affidavit and I-9 form. THE COMPLETED AFFIDAVIT MUST BE NOTARIZED PRIOR TO BEING SUBMITTED. All persons should bring two forms of photo ID (Passport and Drivers License preferred). FOREIGN NATIONALS NEED TO INCLUDE A COPY OF THEIR PASSPORT, VISA AND RESIDENCE NUMBER. The above information must be provided to Zamora Olin, Contract Specialist via facsimile transmission at (757) 443-5979. Personnel who fail to register in accordance with the above instructions will be denied entry to the Naval Weapons Station Yorktown, Cheatham Annex. Those who fail to pre-register will, at best, experience protracted delays in accessing the installation and/or the vessel. A second inspection will NOT be scheduled. All questions pertaining to the Vessel Inspection should be addressed to Zamora Olin and she can be contacted by phone @ (757) 443-5964 or e-mail: zamora.olin@navy.mil" STATEMENT OF WORK Can be viewed at: https://www.procurement.msc.navy.mil/procurement/contract/Welcome.jsp Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for the services of a qualified marine repair company to replace the Main Propulsion / Auxiliary Automation Control Console and Main Propulsion Silicon Controlled Rectifier (SCR) Drives onboard the USNS ZEUS (T-ARC 7). The procurement will be awarded for the initial engineering design and ABS / US Coast Guard Review and Approval with options for the Fabrication, Installation, Acceptance Testing and certification of the equipment onboard the vessel. Anticipated period of performance for the requirement is as follows: 1. 01 Jun 2009 - 30 April 2010: Design and Regulatory Body Review and Approval (KTR's Plant and Onboard Vessel @ Location TBD) 2. 01 Mar 2010 - 30 Sep 2010: Fabrication and Factory Testing of the Equipment (KTR's Plant) 3. 16 Nov 2010 - 18 Feb 2011: Shipboard Installation, Testing and Certification of Equipment (Onboard Vessel @ Location TBD) The USNS Zeus (T-ARC 7) is a US Naval Vessel that is operated by the Military Sealift Command and was built and classed to American Bureau of Shipping (ABS) and US Coast Guard (CFR 46) Standards and the requirements for this procurement must comply with these standards. The solicitation number is N40442-09-T-4003 and it is being issued as a request for quotation (RFQ). NAICS 333923 applies. The Small Business Competitiveness Demonstration Program is not applicable. The following information is needed with your quote: Estimated breakdown cost of materials, Travel & Per Diem (Airline ticket/Vehicle rental/Per diem rate), Labor Rates (provide a copy of published hourly/daily labor rates documentation). Total man-hours, and number of technicians need to complete the job. The solicitation is scheduled to be issued on or about November 28, 2008.
