Description
*************This pre-solicitation notice is modified to amend the statement which indicates the maximum value of all work that can be issued under this IDIQ contract and to revise the anticipated date for release of the solicitation for this IDIQ contract. ***************** This project was originally synopsized as solicitation number W912DW-08-R-0015. The Seattle District has a Competitive 8(a) requirement for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for Various Road Repairs, Maintenance and Improvements at Fort Lewis, Washington and its sub-installations and McChord Air Force Base, Washington. The solicitation for this requirement will be set-aside for 8(a) small business concerns and will be issued as a Request for Proposal (RFP) using the Best Value source selection procedures outlined in Federal Acquisition Regulation (FAR) Part 15. A firm-fixed-price IDIQ contract will be negotiated as a result of the solicitation. The performance period of the IDIQ contract will include a one-year base period, with the option to extend for four (4) additional one-year option periods,, for a total contract period not-to-exceed (NTE) five (5) years. Task Orders issued under this IDIQ contract will be firm-fixed-price and will vary in size from $4,000.00 to $1,000,000.00. These Task Orders will include work such as grading, drainage, asphalt paving, Portland Cement Concrete (PCC) paving, pavement markings, curbs, gutters, sidewalks, traffic control and other incidental items. The maximum value of all work issued under this IDIQ contract shall be limited to $50 Million over the life of the contract. The primary North American Industry Classification System (NAICS) Code for this procurement is 237310 with a Small Business Size Standard of $33.5 Million. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $33.5 million. As an 8(a) set-aside, competition for this procurement will be limited to eligible 8(a) firms in good standing that are located in Small Business Administration (SBA) Region 10 (Washington, Oregon, Idaho and Alaska) as well as eligible 8(a) firms in good standing that are located outside of SBA Region 10 but that have a Bona fide branch office in Region 10. A Bona fide branch office is a place of business, for purposes of 8(a) construction procurements, located where an 8(a) participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. In addition, all 8(a) firms must be currently registered and in good standing as a certified 8(a) program participant at the time proposals are due and at the time of contract award.
