- NOTICE OF INTENT. SPAWARSYSCEN Atlantic Charleston intends to award asole-source contract, in accordance with FAR 6.302-1, to Harris Corporation RF Communications Division, 1680 University Avenue, Rochester, NY 14610 for the completion of a design for the US Navy's integration of the proprietary Harris 400W HFSAR system (AN/URC-146E(V)2) into the Marconi AN/URC-109 HF Radio System. The HFSAR system utilizes the Harris proprietary RT-1694D transceiver (PRC-150) and supporting Falcon II radio equipment. The proprietary nature of the HFSAR radio equipment requires Harris RF Communications Division to design the interface equipment needed to meet the input requirements of the Marconi AN/URC-109 HF Radio System. Harris Corporation is the sole manufacturer and distributor of the HFSAR system and the proprietary parts required for the integration of these two radio systems. The Government anticipates award of a Non-Commercial Firm Fixed Price contract. The NAICS Code is 334220 and the applicable size standard is 750 employees. NO SOLICITATION WILL BE MADE AVAILABLE AS A RESULT OF THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Comments shall be submitted in writing via e-mail to SPAWARSYSCEN Charleston Code 2.2.5.5JO, John R. O'Connor at john.r.oconnor@navy.mil or via facsimile at 843-218-4918. Any response to this announcement must be received no later than 1400 (Eastern) 19 February 2009. All responses will be evaluated; however a determination by the Government not to compete the proposed action is solely within the discretion of the Government.
