- This announcement constitutes the Governments formal Request for Information (RFI) for Future Decontaminants for the Decontaminant Family of Systems DFoS). Responses to this RFI must be submitted no later than March 5, 2009 per instructions below. The RFI questionnaire (FINAL RFI Questionnaire, posted 2/4/09) and list of evaluation criteria (FINAL Evaluation Criteria, posted 2/4/09) can be downloaded from the Natick Contracting Division website at: https://www3.natick.army.mil/mastsoldet.cfm?recordID=W911QY09RDFOS ========== The DoD Joint Project Manager for Decontamination (JPM-Decon) is conducting this RFI to identify chemical and biological decontaminants that meet the U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM) civilian related chemical warfare agent exposure levels for chemical and biological defense. JPM-Decon requests information on decontaminants with chemical efficacy comparable or superior to current decontaminants (e.g. HTH, STB, DF-200), that have a reduced logistical burden, and which are compatible with current applicator systems (specifically JSTDS-SS) and common military materials (i.e. CARC, metals, plastic, and rubber). JPM-Decon is interested ONLY in decontaminants that are commercial items as defined in FAR 2.101. Information received as a result of this RFI will be evaluated by JPM-Decon and may lead to procurement of selected candidates for evaluation and assessment using Simplified Acquisition Procedures (SAP) as specified in FAR 13.5. Decontaminants proposed in response to this RFI will be evaluated according to the list of criteria posted to the NCD website. Selected decontaminant solutions will undergo phased qualification testing and evaluation by the Government. All procurements by the Government for this activity will be conducted using SAP. Sources interested in being considered for this program are required to complete the RFI questionnaire which can be downloaded at the NCD website link provided above, and to provide any supporting data, to include the mandatory documents specified below. The RFI questionnaire covers technical performance, JSTDS-SS compatibility and logistical parameters for the decontaminant. Accompanying supporting documentation will be used to substantiate information provided in the RFI questionnaire. Mandatory RFI Submission Documents 1.Materials Safety Data Sheet (MSDS) for Final Solution of Decontaminant 2.MSDS for Individual Decontaminant Components (before mixing) 3.Efficacy Test Reports/Data to support claims 4.Commercial Specifications/Standards Documentation to support claims 5.EPA Registration Documentation (for Bio decontaminants only) 6.Engineering Assessment of decontaminants compatibility with JSTDS-SS. This RFI may be used to support procurement of commercial decontaminant products to undergo independent Government evaluation for future production. This is not a developmental effort. All offerors must provide evidence that their decontaminant product is a commercial item as defined in FAR 2.101. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Offerors are solely responsible for all expenses associated with responding to this RFI. Offerors having products that they believe would be suitable for military decontamination operations as described herein shall submit hard copies and/or an electronic copy of the RFI questionnaire and supporting documentation deemed appropriate. An Industry Day for Decontaminants was held on 13 January, 2009 to provide information regarding the Governments planned acquisition strategy and JSTDS-SS system description/parameters.
