Description
The United States CECOM Contracting Center - Army Contracting Center, intends to solicit, on a full and open, best value source selection the Technology Development (TD) Phase of Aerial Common Sensor (ACS). ACS is viewed as a major systems integration challenge. The Government intends to award two Cost-Plus Fixed Fee contracts for the TD Phase efforts to industry teams with an emphasis on systems integration. The Government requires the use of mature subsystems in order to leverage current investments and to reduce the integration risk. The period of performance for the base TD contract will be from FY09 thru FY11. There will be contract options for bridging both competing teams through a selection process for the follow-on Engineering and Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) Phases. Successful completion of the TD efforts is key to the EMD selection. The TD contract efforts will be to reduce technology and integration risk through prototype demonstrations including demonstrating the Critical Technology Elements (CTEs), validating the Capability Development Document (CDD) Increment 1 capabilities, and maturing the design documentation to a Preliminary Design Review (PDR) level, culminating in successful completion of a TD PDR. Contractor responsibilities will include selection of an airborne platform and a number of subsystems within Government defined criteria, integration of these subsystems into the ACS baseline, conduct of prototype demonstrations, completion of a system level design review, and completion of steps towards airworthiness certification of the aircraft. It is the intent of the Government to continue funding of both of the competing TD Phase contractors through the process of selecting the team to continue into the EMD Phase. During this bridge phase option, both contractor teams will further their designs towards the Critical Design Review (CDR). There will be a new contract for the EMD Phase efforts. The U.S. Army CECOM Contracting Center has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitations for Request for Proposals (RFPs) from CECOM Contracting Center to Industry.
