Description
This purpose of this admendment to the previous presolicitation notice is to correct a few items. This procurement will be acquired as a commercial item. The classification code is corrected from G to R. THe solicitation number is changed from ERT090004 to ED-CAM-09-R-0007. It is the Government's intent to extend the Period of Performance of the current ERIC by 6 months, for an extension from March 12, 2009 until September 11, 2009. Therefore, it is the Department's intent to award this new procurement on or about March 30, 2009, thereby providing 6 months for the transition to a new vendor. The current SOW contains task 5, which includes the transition from the current vendor to the new vendor. The current SOW states that: "One month before the end of the contract, the contractor shall be prepared to inventory and transfer to the COR, or to an ED contractor or other ED agent, all materials, including all files, software, databases, interfaces, and data under a no-cost, no strings license to another vendor in case this contract is terminated. The contractor shall provide training for ED staff and others designed by the COR to faciliata a smooth transfer of operations so that ED is able to manage the operation of the database, website, and search engine after this contract ends." It is the Department's intent to include in the RFP the link to the Exhibit 300 and the current incumbent's Transfer Plan; this will allow potential vendors to provide for a Transition In Plan, which will be evaluated by the Government. The RFP will also provide adequate information for potential offerors to make an informed decision on whether they wish to compete in the procrement. This RFP will be issued on or about February 10, 2009 with a response time of 01:00 PM EST, on Monday March 2, 2009.
