- Description
- The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for AIRNow Operations, Air Quality Index and Data Analysis Support. The purpose of the proposed contract is for a contractor to (1) provide support to operate, monitor, maintain, and enhance the AIRNow Data management Center (DMC) and (2) to provide various analytical and statistical support which includes but is not limited to air toxics data analyses, data analysis and reports for multiple pollutants, and, accountability, source apportionment and program assessments. The Contractor shall (1) provide support of the AIRNow Gateway which includes but is not limited to (a) maintenance and general enhancement of product files such as producing new or modifying existing text files; (b) maintenance and general enhancement of web services, including producing new web services as needed; (c) producing AIRNow data products in new formats, such as BUFR and RSS; (d) monitoring gateway performance to ensure continued and reliable operations; (e) revise AIRNow Gateway documentation as needed; and, (f) communicate to customers and stakeholders about Gateway services and provide general technical support to customers concerning Gateway, and, (2) operate, maintain and enhance AIRNow-Tech which includes, but is not limited to (a) displaying current DMC status and data polling information of air agencies; (b) maintenance and general enhancement of web pages within AIRNow Tech; (c) General data query and reporting support (bug fixes, streamlining existing queries, and incorporating new queries/reports as needed; (d) AQI historical maintenance; (e) state and local agency information and set up; (f) resources web pages for AIRNow stakeholders; (g) operation, enhancement and maintenance of AIRNow Forecast Submittal System, AIRNow GeoEditor, AIRNow Notifier, EnviroFlash, and AIRNow Navigator; (h) support of the AIRNow partners and stakeholders; (i) air quality forecasting support and training; (j) AQI marketing support, product development and educational training to stakeholders; (k) AQI, air quality technical, training and forecasting support to governments or organizations outside the United States; (l) support for technical meetings, outreach, workshops, conference, technical training and similar presentations; (m) additional related technical support not specifically stated here and (n) other support not specifically stated here. Specific written work assignments will be issued on a quick-response, as-needed basis and will be limited to technical performance. EPA anticipates the award of a cost-plus-fixed-fee, level of effort contract with a base period of performance of twelve (12) months, and four (4) additional twelve-month option periods. The anticipated contract award date is October 1, 2009. The total duration of the proposed contract is sixty (60) months for a total of 130,000 labor hours consisting of a base requirement of 7,000 labor hours and four twelve-month options of 7,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 19,000 labor hours in each period. This effort is a follow-on to contract EP-D-05-004 with Sonoma Technology, Inc.. The associated North American Industry Classification System (NAICS) code is 541990 with a size standard of $7M in average annual receipts over the last three years. The DRAFT Statement of Work (SOW) and DRAFT Conflict of Interest (COI) clauses can be reviewed at EPA's website at http://www.epa.gov/oam/rtp_cmd. The solicitation is scheduled to be issued on or around March 25, 2009 as a full and open competition. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitation and amendments will be available via the World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted to ensure that you have the most up-to-date information about this acquisition. Telephone and FAX requests will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated or committed to award any contract as a result of this notice. See Note 26.
