- Description: The U. S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA in support of the Naval Health Research Center and Naval Medical Research Center (NMRC) Detachment Lima has a need for field research in support of expeditionary medicine. The general purpose of this expeditionary medicine acquisition, FRIED, is to provide on-site contractor support for the Naval Medical Research Center (NMRC) field research of infectious/emerging diseases. The immediate requirement herein addresses Lima (Area 1) as a primary location. The other two primary locations, Jakarta (Area 2) and Cairo (Area 3), are expected to have similar requirements to Lima's; however, more details relevant to specific Area 2 and 3 taskings and/or requirements may be provided in the Solicitation. The Government anticipates releasing a Request For Proposals (RFP) on or about March 01, 2009 that will be open for thirty (30) days. It is anticipated that the RFP will result in multiple award,Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity Contracts. The Government anticipates that the RFP will allow contractors to propose for to provide technical support to one, two, and/or all of the above-noted NMRC detachments. It is posiible that the initial Task Order will only be to support Lima (Area 1). The three locations, combined form the global logistics effort under this contract. The specific purpose of this contract is to: 1) provide management between the US Government and potentially foreign personnel located at the clients site or Area of Responsibility; and 2) execute field and laboratory research related to emerging infectious diseases. The latter may include but not be limited to: (a) collection of samples and specimens (e.g., drawing of blood), (b) collection of mosquitoes (including taxonomy and identification of mosquitoes), (c) lab analysis of samples and specimens (e.g., molecular analysis of influenza samples and dengue virus), (d) work with primates, (e) development and maintenance of data repositories containing information from the aforementioned, (f) performance of epidemiological research using as a basis the aforementioned, and (g) safety maintenance of personnel involved with research (e.g., personnel medical physicals, lab tests, vaccine injections, etc.). The Government anticipates that awarded contracts shall be for a 1 year base period, with 4 one-year options for a total contract value of $20,000,000. The maximum for each task order will not exceed the annual contract amount. The estimated start date is May 2009. This procurement is a full and open competition. As the majority of this work is anticipated to occur in foreign countries, there will be no small business subcontracting requirements. If this assumption changes, it is possible that small business subcontracting requirements will be applied to the portion of work performed in the United States (if that work amounts to more than $550,000).
