Description
The Marine Corps Systems Command, Quantico, VA, intends to modify contract M67854-05-D-6014 with General Dynamics Ordnance and Tactical Systems (GDOTS), St. Petersburg, FL to add a firm fixed price line item for the purchase of spare parts to support 100 vehicles and an option for additional spare parts for 50 vehicles using Statutory authority for this sole source purchase under Title 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The spare parts are in support of initial order of spare parts for the Internally Transportable Vehicles (ITV) for the Expeditionary Fire Support System. GD-OTS is the original equipment manufacturer (OEM), and sole producer of the ITV. The original contract was competed. The ITV consists of over 100,000 parts and GD-OTS already has an established supply chain for those parts for the production of the vehicles. They! also have procedures in place for the acceptance, inspection and transfer of the parts to the ICLS contractor, Tec-Masters. The majority of the parts are not in the Government supply system. Provisioning for the ITV will begin this year and is expected to take at least one year. Until provisioning is complete the parts will not be available through the government supply chain and even when provisioning is complete, 5-10% of the parts required modification by the OEM after procurement from their suppliers. This is not a request for competitive proposals.
