Description
The Federal Aviation Administration (FAA) Acquisition Management Branch, Central Service Area, ASW-52 is seeking qualified contractors interested in providing an offer to supply six (6) new or nearly new (less than 200 hours flight time) twin-engine turboprop aircraft, and training for pilots and maintenance personnel. NOTE: This notice modifies information previously synopsized under solicitation DTFASW-09-R-00006. Prospective offerors that replied to the previous notice are not required to respond separately to this notice, provided their previous response met the past performance requirement. The aircraft must meet the following general description: -Meet Federal Aviation Regulation Part 23 requirements -Twin-engine turboprop aircraft with tractor configuration -Advanced digital avionics with LCD cockpit displays -Must allow Aviation Safety Inspectors (ASI) to log Pilot-In-Charge time without type rating on that aircraft -Aircraft must be certified for single pilot operation In addition, the following training is required: -Pilot training for 25 pilots -Maintenance training for 5 maintenance personnel Trade-in provisions for aircraft being replaced on a one-for-one basis will be required as part of an offeror’s proposal. The first four aircraft to be traded in, along with their complete records, will be available for inspection February 17 -19, 2009 in Oklahoma City, OK. Contractors that request a solicitation package by the closing date of this notice, and that are deemed to have acceptable past performance, will be provided specific information on the process to inspect the trade-in aircraft in person. A more complete description of the aircraft, and pilot and maintenance training requirements, is contained in the draft Solicitation attached to this notice. The estimated delivery schedule is three aircraft in 2009, one aircraft in 2010, and two aircraft in 2011. PROSPECTIVE OFFERORS MUST PROVIDE THE PAST PERFORMANCE INFORMATION LISTED IN ITEMS A – C BELOW IN ORDER TO RECEIVE A SOLICITATION PACKAGE: A. The contractor must have previously sold new or nearly new (less than 200 flight hours) turbo-prop aircraft. B. The contractor must have, or be able to obtain, the ability to provide training to pilots and maintenance personnel for aircraft that would be supplied. C. Interested sources must provide evidence of their capability to fulfill the requirement as portrayed in this notice. The past performance information must include the name of the customer to which turbo-prop aircraft and/or training were provided, the contract number, and a point of contact (including phone number and email address). This information must be submitted, along with the Business Declaration form that is attached to this notice. NOTE: To be eligible to receive the final solicitation package and to inspect the trade-in aircraft, responding companies must supply the requested past performance information and Business Declaration form. The information must be received not later than 3:00 PM Central Standard Time on February 11, 2009. Responses must not exceed 10 pages in length. The NAICS code is 336411 – Aircraft Manufacturing. 3. Estimated Offer Range for this requirement is: $10M - $20M. 4. Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov/. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
