Description
U.S. Department of Homeland Security Draft Solicitation No. HSHQDC-09-R-00045(D) Procure and Deploy an Autonomous Biodetection System Called Gen 3 Biowatch (Pre-Solicitation Notice in Accordance with Federal Acquisition Regulation 5.203(a) The Department of Homeland Security (DHS), Office of Procurement Operations is soliciting proposals to procure and deploy an autonomous biodetection system called Gen-3 BioWatch for the DHS Office of Health Affairs. The Gen-3 detection system will be a fully autonomous network of biodetectors that will continuously monitor the air for biothreat agents of Public Health concern in designated jurisdictions in the United States. The objective of the acquisition is to use a two-phased approach to engage multiple contractors to fulfill the programmatic objective, provide maximum competitive opportunities for industry, and provide DHS with maximum flexibility in its selection of high-performance/cost-effective solutions to deploy. A two-phase fulfillment approach is envisioned with each phase anticipated to result in a separate contract award. A draft solicitation for the first Phase (independent testing of biodetectors) is anticipated to be issued during February 2009, and the final Phase I solicitation is anticipated to be issued in March 2009. An industry day is scheduled for March 4, 2009. The location and time of the industry day will be posted at www.fbo.gov. It is the prospective attendees’ responsibility to continue to check www.fbo.gov for information regarding the location and time of the industry day. The anticipated acquisition strategy for this requirement is full and open competition in accordance with FAR Part 15. Proposals submitted in response to the solicitation (when issued) will be submitted in electronic format to FedConnect at www.fedconnect.net. FedConnect is a free service and is a web portal utilized by federal agencies to post solicitations, receive offers (proposals, bids, quotes) and communicate with federal agencies in response to issued solicitations. Prospective offerors must register at www.fedconnect.net in order to participate in the solicitation (when issued). The Department of Homeland Security makes no representation that a final solicitation will be issued or that a contract award will result from the solicitation (when issued).
