Description
This notice is not a Request for Proposal (RFP) but is an invitation to interested parties to submit information or proposals that explore in-depth all viable, practical and feasible options for use, including but not limited to, reuse, lease, enhanced-use lease, rehabilitation, banking, mothballing, moving off base, disposal, and/or demoltion for buildings 151, 153, 154, 155, 158, 160, 162, and 173 in the Camp Barry area of Naval Station Great Lakes, Lake County, Illinois. The intent of this Sources Sought Notice is to identify potential interested parties to propose feasible alternative uses of Buildings 151, 153, 154, 155, 158, 160, 162, and 173. Feasible alternatives must consider security implications associated with properties located on a federal military installation with limited access, therefore any proposals for adaptive reuse or potential tenants must be able to fulfill the security requirements of Naval Station Great Lakes. Interested parties proposal should include non-Navy funding sources. Buildings 151, 153, 154, 155, 158, 160, 162, and 173 are contributing structures to the Great Lakes Naval Training Center Historic District, which was listed on the National Register of Historic Places (NHRP) in 1987. The boundary of the historic district covers a large area that includes portions of the Mainside, Hospitalside, and Camp Barry areas of the Station and contains buildings that were part of the original ca. 1906 Station development. The Camp Barry area is located south of the main gate and seved as the receiving area for new recruits. Camp Barry was a self-contained camp, physically separate from the other areas of the station in order to contain the spread of infectious diseases from new recruits. After a three-week quarantine period, recruits were transferred to the main training dormitories. Buildings 151, 153, 155, 158, 160, and 162 are the six original receiving dormitories, are nearly identical in appearance, and were built in 1906-1907. Building 154, built in 1906, is the original galley and laundry that served the new recruits housed in the receiving dormitories. Building 173, built in 1939, is a garage associated with the Camp Barry dormitories. The buildings no longer serve their original function and some of the interiors hae been alterd extensively, although the majority of the buildings retain their exterior integrity. Some of the buildings are in severely deteriorated physical condition, including failing roof systems, extensive water leaks, and severely deteriorated interior ceilings, walls, floors and interior furnishings. Some of the buildings have been vacant since 2004 and due to their extremely deteriorated physical condition, constitute a safety and health hazard to personnel and guests of Naval Station Great Lakes. Proposed actions associated with these facilities have the potential to result in an adverse effect to historic properties within an established historic district listed in the NRHP. The Navy has intensively explored various alternatives to demolition including adaptive reuse, and pursued several tenant options. However, none of these arrangements proved to be successful.
