Description
I. INTRODUCTION - Battelle Energy Alliance (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is requesting an expression of interest from prospective candidates to provide (buy or lease) a heavily shielded, small volume Type B cask for highway transport of radioactive samples. This expression of interest shall serve as a method of screening potential Vendors; allowing only qualified candidates to receive a formal Request for Proposal (RFP). II. PURPOSES - The purpose of this Request is to identify potential subcontractor candidates who have the requisite experience, capabilities, facilities and access to the resources required to provide the subject Nuclear Regulatory Commission (NRC) licensed cask for INL. Qualified responders will receive a formal Request for Proposal for the scope of work summarized herein. III. SCOPE - The selected Subcontractor will be required to provide a Type B NRC licensed cask on or before January 4, 2011 that is capable of shielding and legally transporting highly radioactive samples. Generic source term(s) for the contents will be provided in the RFP, but it is anticipated that the cask must have a radial radiation shield of at least 4-inches of lead equivalent. The intended use of the cask is to ship small containerized radioactive samples (e.g., 1.0-inch diameter x 3.5 inches long) from a hot cell. These containers will be contaminated on the outside so additional contamination control measures (e.g., sleeving or secondary container) will be required. The cask will be dry loaded. The cask must have an inner cavity that is at least 2.5-inches diameter x 6-inches high with a larger volume being preferable. The intent is to ship up to 12 samples per month. This may be accomplished by multiple shipments in small cavity cask(s) or by one or two shipments in a larger cask. IV. SUBMITTAL REQUIREMENTS - The required schedule (January 2011 or earlier) for delivery of a suitable Type B cask anticipates that design and licensing schemes will likely be in process to meet the stated need date. Candidates shall provide the following submittals: 1) A description of their cask proposal and status of the cask development and licensing application, including the expected availability date for delivery of a licensed cask. 2) A brief description of the cask design and how it is loaded. 3) A description of current experience, knowledge and capabilities directly applicable to the performance of the scope identified within Section III to this Request. 4) Provide examples of other licensed casks that the supplier has completed and delivered. Failure to provide the requisite submittals may result in the candidate being determined ineligible for receipt of a formal RFP.
