- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA-249-09-RQ-0065 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an restricted solicitation and NAICS Code is 541611 with a size standard of $7.0 million. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. Closing date for this notice is 15:00 CST 02/20/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACTING OFFICER AT ROY.ROSSIGNOL@VA.GOV AND LINDA.DICKEY@VA.GOV. Period of Performance: The services are required for a minimum of 4 to 6 weeks over the course of a 6 month period, with an option to extend the contract for another 4 to 6 week period for an additional 6 months. Pricing: Please submit pricing for the first 6 month period base period March-August 2009) and for option period one September 2009-February 2010 (6 months). Type of Order/Contract: Firm Fixed Price. Government Furnished Materials and Services: Secretarial and administrative services, computer, office space, and incidentals (at the maximum rate specified), and any other services or materials VA deems necessary. Place of Performance: Work performed under the resulting contractual action will be at the VA facilities listed below during normal tour of duty from 8:00 A.M. to 5:00 P.M., Monday through Friday. The vendor will be required to implement the solution(s) at the following sites: James H Quillen VA Medical Center, Mountain Home, TN VA Knoxville Outpatient Clinic, 9035 Cross Park Drive Knoxville, TN STATEMENT OF OBJECTIVES (SOO) Short term requirement for Consulting Services at the VA Medical Center, Mountain Home, Tennessee. PURPOSE: Obtain the services of a senior healthcare management consultant services at the James H Quillen VA Medical Center (VAMC) in Mountain Home Tennessee requires the immediate services of senior healthcare management consultant for the Quillen VAMC and the associated Knoxville Outpatient Clinic. BACKGROUND: As a result of the loss a number of key leadership staff and the recent transition of new staff in the leadership team there is a need for strong leadership advice and support from an experienced Medical Center leader who has specific experience in transition of VA leadership teams. The opportunity to address some significant operational, organizational and cultural issues with the transition of the Medical Center Leadership team can be best addressed through constructive independent analysis and assessment of existing Medical Center operations. The goals of VA consultant here are to utilize knowledge of mission, organization, programs and requirements of health care delivery systems, and the ability to manage and direct a health care facility. This seasoned professional shall be familiar with veterans' benefits programs authorized by law. SCOPE: This Statement of Objectives (SOO) reflects current VA policies and practices, allowing the Consultant to provide a full range of best practice and industry leading services. The consultant will conduct interviews, visit work areas, review documents and reports and attend meetings. The purpose is to assess the progress that the Mountain Home VAMC is making in the areas of program performance, implementation, network and medical center communication and effectiveness of implemented management strategies. Provide weekly briefings with findings of consultant activities and recommendations will be provided to the Medical Center Director. A final report with findings and recommendations will be provided to the Medical Center Director at the conclusion of the contract. This procurement will be conducted under the authority of 10 U.S.C. 2304(c) (2), Unusual and compelling urgency. A break in continuity of a large medical center operation could result in financial or other injury to the Department of Veterans Affairs and the veteran patient population This proposed consultant will be required to provide services on immediate availability. PROGRAM OBJECTIVES: The uniqueness of the VA regulations, structure, culture, population specific programs and performance based approach require a knowledgeable consultant who has significant practical experience as a senior level manager in a VA Medical Center environment. Qualifications of Key Personnel: To meet minimum qualifications, applicants must possess all of the following technical and executive core qualifications. These qualifications would typically be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments such as Director, Associate/Assistant Director, Chief of Staff or equivalent positions in a hospital/network/regional office or allied medical care facility. An individuals total experience and education must demonstrate the ability to perform the duties of the position. Assessment: Following Executive Core (Consultant) Qualifications (ECQ) apply: 1. Evaluation Factors: Following evaluation factors are considered mission essential to this contract in order of importance: a) Experience of Consultant: Contractor shall provide name of proposed Consultant, education Level, any professional credentials, specific experience within the Department of Veterans Affairs, and previous experience in consulting a medical facility environment. b) Past Performance: Contractor shall submit evidence that documents past sustained performance in a medical center environment. This will include providing three professional references with up to date contact information which will include date of services performed (within the past three years), point of contact (name, telephone number, email address). c) Price of services: Although price is a consideration it will not be the most important evaluation criteria used in awarding of this contract. Award will be made on based on the best value to the Government.
