Description
This synopsis is a sources sought notice and not a Request for Proposal (RFP). It is anticipated that a RFP will be available on FEDBIZOPPS within 60 days. This is a Request for Information (RFI) as defined in FAR 15.201(e). Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Defense Supply Center Philadelphia is requesting information from sources of supply for a requirement for Acrylic Sand Bag, size 26” x 14”. The sand bag is required in two colors. Camouflage green 483 shall be color 34094 per FED-STD-595, and the other color shall be a luseterless tan approximating any of the following colors of FED-STD-595: 30279 through 30315, 30324 and 30450 for color 2. A tie string is required for each bag as follows. Tie string shall be formed of tightly twisted strands or of braided strands. Material as specified in CID A-A-52140. The length of the finished tie string shall be a minimum of 24 inches. The breaking strength of the tie string shall be not less than 70 pounds. The color of the tie string shall be as specified for the bag or black. A minimum of five extra tie strings shall be furnished with each 100 bags. The tie string shall be securely fastened at its center to one side of the sand bag between 4 and 5 inches from the top edge of the bag, either by sewing the string in the stitches of a sewn side seam or by threading through the side edge of the bag and knotting (tying) if neither side of the bag has a sewn seam. Packaging Instructions are as follows: Pallet loads shall be completely covered with UV resistant shrink wrap bags or stretch film, overall height including pallet is 45 inches, and sandbags shall be palletized on 40” x 48” 4 way entry heat treated pallets. The NAICS code is 314911 and the size standard is 500 employees. Responses to this notice should include: 1) A written narrative of contractors capability to provide the required Acrylic Sandbags, including production and delivery capability; 2) The origin of the material used to manufacture the sandbags, domestic or foreign; 3) Company size in relation to the applicable North American Industry Classification System code (NAICS); 4) Commercial and Government Entity (CAGE) Code; 5) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or Service disabled veteran owned small business; 6) Point of Contact information to include name, email address, telephone and fax numbers. The determination on how to compete the proposed requirement will be made based on responses to the notice and is at the sole discretion of the Contracting Officer.
