- The Department of Veterans Affairs (in conjunction with and on behalf of the Department of Defense, Department of Indian Health Service, and the Federal Bureau of Prisons) intends to issue a solicitation (VA-797-09-RP-0031) for the procurement of Tramadol HCL Tablets in bottles of 100 tablets and 500 tablets or 100 tables and 1,000 tablets. The VA estimates, on an annual basis, quantity requirements in the amount of 45,819 for bottles of 100 and 490,851 for bottles of 500 (or 245,426 of bottles of 1,000). The intended contract will be one base year with two one year option periods. Using the procedures of FAR Part 12 Acquisition of Commercial Items, award will be made to the offeror that provides the lowest priced technically acceptable offer. The solicitation will be advertised under full and open competitive procedures. In order to be eligible for award offerors must meet the following qualifications: (1) maintain a unique National Drug Code (NDC) number and state the exact name (name that appears on label) by which the drug will be supplied, (2) offer tablets that are compatible with automated dispensing units (Baxter ATC Canisters, Optifil, etc.) (3) be able to provide the aforementioned product in the aggregate (or, be able to provide Tramadol HCL Tablets in a combination of bottles of 100 and 500 or 100 and 1,000), (4) ensure delivery to the Prime Vendors within 45 days of award as the contract items will be distributed through the VA and DOD Pharmaceutical Prime Vendors (5) maintain a child resistant closure on all bottles of 100 tablets, (6) If the offeror is not a manufacturer, provide a signed agreement ensuring a continuous source of supply for the entire potential contract period of three years. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Solicitation VA-797-09-RP-0031 will be electronically issued on or about March 5, 2009 with a closing date of March 19, 2009. The NAICS code for this procurement is 325412. Any future amendments or other miscellaneous documents will be available electronically for download at the following URL: http://fedbizopps.gov.
