- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13 as supplemental with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The North American Industry Classification System Code (NAICS) is 611430 with the size standard of $6.5 million. The solicitation number for this acquisition is RFP-263-2009-FX-006 and is being issued as a request for proposal. This acquisition will be processed under Simplified Acquisition Procedures and is a small-business set-aside. The National Institutes is seeking for a potential vendor to provide training to employees on International Shipment by air of infectious substances, diagnostic specimens and related products including dry ice. The contractor should teach 12 sessions in the year 2009, (dates will be negotiated). The place of performance will be Bethesda, MD. There will be between 15-20 students per class. In addition, Dangerous Goods Pannel (DGR) books should be provided to students as reference. Interested parties may identify their interest and capability to competitive quotes. However, all quotes received within 10 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Evaluation Criteria is as follows CRITERION #1 ·Past Performance (30 points): Three references are required, to include contact name, address and phone number, and a brief description of related work performed for them. Evaluation of this factor will not be limited to these references. CRITERION #2 ·Technical Approach (40 points): Sufficient information shall be submitted to demonstrate how the work will be accomplished. Proposals shall depict a true understanding of the requirements as they relate to the tasks. CRITERION #3 ·Competence and Experience of Personnel (30 points): Proposed personnel will be evaluated for experience, education, training, and availability for the performance period.
