Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, performance based services contract to Precise Systems of Lexington Park, MD, for engineering, administrative, programmatic, budgetary, and logistic support required for the CH-46E helicopter Program Office, PMA-226. The contractor shall provide support for several critical acquisition programs including the Large Aircraft Infra-Red Counter-Measures (LAIRCM) system, Blue Force Tracker, ARC-210 radio program, Replacement Inter-Communication Systems (ICS) and others. Performance shall take place both off and on base at the Marine Corps Air Station, Cherry Point, NC. As the current provider of these services, Precise Systems, a Service-Disabled, Veteran-Owned Small Business, is the only company that has the required expertise and familiarity with the CH-46E programs which are required to maintain and support these efforts within the current budget and established milestones/schedule. The authority permitting other than full and open competition is The Veterans Benefit Act of 2003: (15 U.S Code 657f) in accordance with Title 10, U.S. Code 2304(c) (5), as implemented by Federal Acquisition Regulation 6.302-5, “Authorized or required by statute.” The estimated period of performance is twelve (12) months after contract award with two (2) additional twelve (12) month options. This synopsis is provided for informational purposes only. No proposals are being solicited nor accepted at this time. Numbered Note 22 applies.
