- Market Survey for Training and Meeting Facilitation Services This is a market survey for the above identified requirements. This market survey is being released in accordance with FAA A.M.S. policy 3.2.1.2.1. The responses to this market survey will be used for informational purposes only and will not be released. Proprietary information will be protected if appropriately marked as such. This announcement is not intended to guarantee procurement of a product or service, and shall not be construed as a commitment by the Government to enter into a contract. This is not a screening information request (SIR) or a request for proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The purpose of this market survey is to seek industry input and comment on Training and Meeting Facilitation Services, and to allow an opportunity for industry suggestions and recommendations for alternate strategies. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition to service-disabled veteran-owned small businesses or 8(a) certified firms. Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. The NAICS code for this requirement is 611430, Professional and Management Development Training, with a small business size standard of 6.5M The FAA has a requirement for training and meeting facilitation services for the Air Traffic Technical Training and Development Annual Conference that will take place in spring of 2009. Approximately 125 participants will attend this 3-5 day conference including FAA Headquarters and field personnel responsible for air traffic controller and technical training initiatives and programs. Scope of Work: The contractor shall assist the FAA in designing conference content, structure, and learning activities centered around a collaborative planning process involving all facets of the FAA technical training community. In addition, the Contractor shall provide meeting facilitation services for selected portions of the conference. The Contractor may also assist in determining the make up of conference attendees. The Contractor shall submit a brief report (10 to 12 pages) describing the outcomes of the conference with an emphasis on any action plans developed by the FAA during the conference. While the location of the conference has yet to be determined, some possible venues include St. Louis, Dallas/Ft. Worth and Atlanta. Prospective candidates should have the following experience and knowledge: 1.Training and meeting facilitation expertise 2.Experience developing, executing and facilitating effective meetings utilizing the Future Search method 3.Ability to integrate Future Search Conference with other large group processes as appropriate to achieve learning outcomes 4.Program/conference design 5.Experience in creating a culture of collaboration 6.Use of collaborative technologies Purpose/outcomes of conference: employees in the technical training and development directorate will define the purpose of their organization and sub-organizations, with clear roles and responsibilities, and improve relationships with stakeholders, partners and the service units they support. Participants will establish common goals and strategies to achieve them, develop actions plans to improve levels of service, and link individual work with organizational and agency strategic management plans and flight goals. In addition to the formal conference structure, we want to include time for activities to build relationships and help staff get to know each other better. We may include poster sessions or other means of sharing information about work accomplishments and best practices. Responses to the Market Survey shall include a brief work sample that describes how the vendor approaches conference design and develops training content. The work sample may be based on actual previous work or developed in response to this Market Survey and should be noted accordingly. The combined response including the work sample shall not exceed 6 pages and include the Business Declaration Form (Attached) as an acceptable additional page.
