Description
The Naval Research Laboratory (NRL) has a follow-on requirement for comprehensive, integrated program of systems engineering, technical engineering, engineering analysis, independent assessments, and research activities pertaining to the development, measurement, and evaluation of new and existing airborne systems and avionics. The required engineering efforts and areas of technical investigation will be broad, but will emphasize the development of electronic systems and embedded software to facilitate the operation and optimum exploitation of visible, electro-optic, and infrared (VIS/EO/IR) sensors and systems. Alternative approach using acoustics and radio frequencies may be investigated to determine if more effective solutions be achieved other than VIS/EO/IR. Optical technology may be used to investigate areas such as materials development, information processing, bio-engineering. Initial candidate aircraft will include but may not be limited to F-18 and special aircraft as the EA-6B and the EA-18G. The work will be performed both off-site and on-site. The stated personnel in the solicitation (attachment 1) must be physically available during the working hours of the day to interface with the NRL personnel through the same work day, if so needed and throughout the contract performance period. The government estimated direct labor hours are 239,360 and $1,500,000 for both material and travel for a base year and three option years, if exercised. Secret facility and personnel clearances shall be required prior to award. It is anticipated that a cost plus fixed fee term contract will be utilized. This is a follow-on to Contract N00173-05-C-2056 Tekla Research Corp. It is 100% Small Business Set Aside. All responsible sources may submit a proposal, which will be considered by the agency.
