Description
The Mid-Pacific Region of the Bureau of Reclamation is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10 to obtain feedback from industry regarding the general requirements for an acquisition. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine both potential sources and interested parties for the intended acquisition of Digitally tagging individual fish at multiple locations. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Summary of Work-A. Acquire multiple images of O. tschawytscha from each race collected to compare predicted race using image analysis model determined by genetic methods.B. Track growth and survival of individual O. mykiss in the Stanislaus River or other Central Valley stream using digital image analysis of photographs.C. Digitally 'tag' all O. mykiss production.D. Prepare Technical Memoranda of each year's findings.E. Conduct project management activities and provide status reports to Reclamation. The government is considering setting this acquisition aside for small business concerns. Response to this notice will be a major factor in determining if this acquisition will be set aside. ALL interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from small business concerns, the solicitation may be issued on a unrestricted basis without further notice or may be cancelled. All interested parties are encouraged to respond to this sources sought notice not later than the close of business on February 11, 2009. Please respond and submit all requested documentation to Diva Heitz via email at dheitz@mp.usbr.gov. The information provided in this announcement is all the information the Government has available at this time. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification, and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work.(e) If bonding is required, also provide evidence of your bonding capacity. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov The applicable North American Industry Classification System (NAICS) Code is 541990 and the related small business size standard is $6.5 million. However, the government reserves the right to change the classification if deemed necessary. The information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
