Description
Solicitation No.: NIHCL2009027 The National Institutes of Health (NIH) - Clinical Center, Bethesda, Maryland is interested in acquiring the services of a Contractor to provide and Equipment Maintenance Program (EMP) for repair and preventative maintenance of the electronic equipment. The purpose of the EMP to provide substantial, measurable, and sustainable savings in the cost of maintaining equipment necessary or convenient to the operation of the Clinical Center. The EMP shall provide the agencies/departments with a single point of contact for managing all maintenance activities. The Contractor is encouraged to describe the firm’s capabilities, experience, and to explain how the firm can best fulfill the goals and scope of work of this requirement. Any exceptions to the requirement should clearly be noted and will be considered as they apply to the overall interest of the National Institutes of Health (NIH) Clinical Center. The Equipment Maintenance Program (EMP) shall include all necessary administrative and support services under a Master Price Agreement. The Agreement will be for a base year and (4) potential option years. The base year will be the start up of a Pilot Program with the equipment in the Surgery Department - Clinical Center. Only Contractor’s submitting capabilities statement that passes the initial screening may be invited to the Industry Day to present and demonstrate their firm’s reporting capabilities..Cost of Preparing Proposals and Presentations - Cost for developing the proposals and any subsequent activities prior to contract award are solely the responsibility of the Contractor. The written proposals shall be submitted in a sealed business size envelope (20 pages or less) Technical Requirements: (a) The prospective Contractor shall submit it’s capability statement satisfactory evidence that it has had previous experience, adequate financial resources, and administrative resources as herein specified to perform the type, magnitude, and quality of work specified. (b) The prospective Contractor shall have at least five (5) years experience in the service being proposed. (c) The Prospective Contractor shall meet the following additional qualifications: (1) Shall submit the name of the key Personnel, officers and employees resume who will be responsible for the contracts, their position in the firm, title and the number of years of service with the firm. (3) The Contractor shall provide at the time of submitting their proposal a contact person who will be responsible for the day -to-day customer requests. Experience All Contractor’s must provide a minimum of (5) references. References shall demonstrate the ability of the Contractor to perform jobs similar in size, nature and complexity. The references you provided will be contacted by an NIH representative. The government right to review and consider other known clients in addition to the those provided by the Contractor and disqualify based on unsatisfactory reports and records of services provided. Mandatory Requirements: Coverage must be underwritten by an insurance company currently licensed and authorized to do business with a minimum”A” rating as published in the latest edition of A.. Best’s Key Rating Guide or a Contractor’s firm must have $25 million in assets verifiable through and audited financial statements. Site visit date, time and location for presentation TBD. This solicitation will be modified accordingly. Each Contractor who pass the written presentation will be evaluated on the following factors. (A) Organization Support and Experience: Relevant experience demonstrating their ability in operating and organization capable of performing the services. (B) Plan or Operation -the extent to which the operational information and specific reports meets the goals and requirements (completeness and timeless of the Contractor.(C) Quality and Completeness or Proposal-the extent of which the proposal satisfies and adress the requiments. (D) Financial Approach - The savings to the NIH for delivering the EMP.(E) Presentation Format and acceptability of proposed plan of operation. In addition, consideration will be made to whether the Proposer can perform for the prices proposed while maintaining adequate level of service and and quality over the full term of the contract.
