- The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small businesses who are manufacturers of the products described below and are capable of serving the needs mentioned below. According to FAR 19.102(f)(f)(1)(2), a manufacturer is defined as...."the manufacturer of the end item being acquired is the concern which, with its own forces, transforms inorganic or organic substances including raw materials and /or miscellaneous parts or components into such end items. A concern which purchases items and packages them into a kit is considered to be a non-manufacturer small business..." The applicable NAICS code is 326111-500 employees. Any firms who are small business manufacturers of the above noted products are requested to identify themselves as such when responding to this market survey. All firms responding to this market survey must identify their firm's size and type of business (e.g. small business, service-disabled, HUBZone, 8(a), etc) and whether or not they are a manufacturer (as defined by FAR 19.102(f)(f)(1)(2) or a dealer or distributor of these kinds of products.. This information will assist the Government in determining in accordance with FAR Acquisition Regulation (FAR) 19.502-2(b) and (c) whether or not this procurement will be set aside for any of the programs described above. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Clinical Center Department of Housekeeping and Fabric Care has a requirement for the procurement of cleaning chemicals for delivery once per month or more to the Clinical Center Building 10 East Loading Dock. The Government anticipates that this acquisition will be for a base period of one year (12 months) with up to four (4) twelve month option periods available for unilateral exercise by the Government. The applicable North American Industrial Classification System(NAICS) code is 325612(small business size standard 500 employees). Please note that this is not a formal presolicitation notice, but rather a market survey as required by FAR Part 10. The following are the salient characteristics (without any variance) that the Government requires for these products: Neutral Cleaner The product shall be a non-alkaline formula that dries film free. It shall have a neutral pH (7.2-7.8) that will clean without damage to floors. The product shall be foam free. The product shall have a citrus or floral fragrance that shall be hardly noticeable. The product shall be ready to use (RTU) and require no mixing or dilution. The product shall have a specific gravity of 1.00. The product shall have a flash point greater than 200 degrees Fahrenheit. The product shall have a shelf life of 2 years. The product shall be able to be flush into a sanitary sewer will no ill effects. The product shall be stable under normal conditions of use and handling. The product shall contain only these hazardous components: NONE The product shall cause no more than the following from overexposure: Eyes: None Skin: Prolonged exposure may cause dryness, irritation. If Swallowed: May cause loss of coordination, nausea, vomiting, or diarrhea. If Inhaled: None HMIS Hazard Ratings: Health:0 Flammability:0 Reactivity:0 Air Freshener The product shall have a cherry aroma. The product shall be pink in color. The product shall have a ph of 10.0-10.5. The product shall have a viscosity that is water thin. The product shall have no abrasives. The product shall have no phosphates. The product shall be completely soluble in water. The product shall have a shelf life of 2 years. The product shall have a specific gravity of.947. The product shall be water based. The product shall be ready to use (RTU) and require no mixing or dilution. The product shall contain only these hazardous components: Isopropyl Alcohol <5% The product shall cause no more than the following from overexposure: Eyes: Redness Skin: Prolonged exposure may cause dryness, irritation. If Swallowed: May cause irritation to the mouth, throat, and gastrointestinal system. If Inhaled: May cause irritation to the nose, throat and lung. HMIS Hazard Ratings: Health:1 Flammability:0 Reactivity:0 Glass Cleaner: The product shall have a slight alcohol odor. The product shall be blue in color. The product shall have a ph of 9.5-10.0. The product shall have a viscosity that is water thin. The product shall have no abrasives. The product shall have no phosphates. The product shall be ready to use (RTU) and require no mixing or dilution. The product shall be completely soluble in water. The product shall have a shelf life of 2 years. The product shall have a specific gravity of.989. The product shall be water based. The product shall a flash point of >120 degrees Fahrenheit. The product shall be stable at all temperatures. The product shall contain only these hazardous components: Isopropyl Alcohol <10% 2-Butoxyethanol<5% Ammonium Hydroxide<0.1% The product shall cause no more than the following from overexposure: Eyes: Redness and irritation Skin: Prolonged exposure may cause dryness, irritation. The product shall have solubility in water of 50%. The product shall have a shelf life of 2 years. The product shall have a specific gravity of 1.40. The product shall be stable at all temperatures. The product shall contain only these hazardous components: NONE The product shall cause no more than the following from overexposure: Eyes: Redness and irritation. May cause damage due to abrasion. Skin: Prolonged exposure may cause dryness, irritation. If Swallowed: May cause irritation to the mouth, throat, and gastrointestinal system. The product shall have a blue green color pellet within a white plastic screen. The product shall have a ph of 8.5-9.0. The product shall be completely biodegradable. The product shall have a specific gravity of 1.25. The product shall be stable at all temperatures. The product shall a flash point of >64 degrees Fahrenheit. The product shall be stable at all temperatures. An atomizing sprayer for each bottle shall be included in the case with the bottles. The air freshener shall be packaged in 32 ounce bottles and packed 12 per case. An atomizing sprayer for each bottle shall be included in the case with the bottles. The glass cleaner shall be packaged in 32 ounce bottles and packed 12 per case. An atomizing sprayer for each bottle shall be included in the case with the bottles. The citrus spray cleaner shall be packaged in 32 ounce bottles and packed 12 per case. An atomizing sprayer for each bottle shall be included in the case with the bottles. The crème cleanser shall be packaged in 32 ounce bottles and packed 12 per case. The graffiti remover shall be packaged in 30 sheets to a bucket and packed 6buckets per case. The furniture polishing cloths shall be packaged 18 per pack with 12 packs per case. The absorbent socks shall be packaged 30 socks per case. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described.
