- Competitive Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. FA7012-09-T-0010. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29. This is an unrestricted solicitation. The North American Industry Classification System code is 485510, $6.5 Million size standard. LINE ITEM 0001: Qty: 2 - 57 to 59 motor coach buses for transportation to New York City, NY. Date of Trip: 21 Mar 09. Pick-up time: 0630 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. There will be one rest stop to and from destination. NYC trips will drop off within 3 blocks of Times Square. Buses will depart at 1830 hrs from the same location of drop-off. Estimated return time to the Pentagon is between 2300-2400 hrs. LINE ITEM 0002: Qty: 1 - 57 to 59 motor coach bus for transportation to Atlantic City, NJ. Date of Trip: 18 Apr 09. Pick-up time: 0630 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. Atlantic City trips shall drop off at a boardwalk casino of the bus company's choice. Passenger pick up will be at same location as drop off. The bus company shall notify Pentagon Services as to which casino the trip shall be to as soon as possible before the trip. Estimated departure time from Atlantic city: 1730 hrs. Estimated return time to the Pentagon: 2130 hrs. LINE ITEM 0003: Qty: 2 - 57 to 59 motor coach buses for transportation to New York City, NY. Date of Trip: 20 Jun 09. Pick-up time: 0630 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. NYC trips will drop off within 3 blocks of Times Square. Buses will depart at 1830 hrs from the same location of drop-off. Estimated return time to the Pentagon is between 2300-2400 hrs. LINE ITEM 0004: Qty: 1 - 57 to 59 motor coach bus for transportation to Atlantic City, NJ. Date of Trip: 25 Jul 09. Pick-up time: 0630 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. Atlantic City trips shall drop off at a boardwalk casino of the bus company's choice. Buses will depart at 1830 hrs from the same location of drop-off. Estimated return time to the Pentagon is between 2300-2400 hrs. LINE ITEM 0006: Qty: 1 - 57 to 59 motor coach bus for transportation to Philadelphia, PA. Date of Trip: 12 Sep 09. Pick-up time: 0630 hrs. Departure time: 0645 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Philadelphia trips will drop passengers off at the Visitors Center located at 6th and Market St. Buses will depart from Philadelphia Visitors Center drop off location at 1730 hrs. Estimated return time to the Pentagon is 2100-2130 hrs. LINE ITEM 0007: Qty: 2 - 57 to 59 motor coach buses for transportation to New York City, NY. Date of Trip: 17 Oct 09. Pick-up time: 0630 hrs Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. NYC trips will drop off within 3 blocks of Times Square. Buses will depart at 1830 hrs from the same location of drop-off. Estimated return time to the Pentagon is between 2300-2400 hrs. LINE ITEM 0008: Qty: 3 - 57 to 59 motor coach buses for transportation to New York City, NY. Date of Trip: 12 Dec 09. Pick-up time: 0630 hrs. Location of pick-up will be at the Pentagon Lot 6 off Joyce Street. Departure time: 0645 hrs. NYC trips will drop off within 3 blocks of Times Square. Buses will depart at 1830 hrs from the same location of drop-off. Estimated return time to the Pentagon is between 2300-2400 hrs. DESCRIPTION OF REQUIREMENT. STATEMENT OF WORK 1. The contractor shall furnish the necessary equipment and personnel to provide charter bus services for various trips throughout the year. 2. Bus company shall provide year 2002 or newer buses. Each bus is required to be clean and equipped with working toilet facilities, working tvs, dvd player and intercom system. Bus company shall also provide licensed, experienced, and personable drivers. 3. The bus(s) will make one rest stop to and from destinations. In case of a breakdown, arrangements must be made to move passengers to another bus within two hours. 4. The government shall be able to cancel trips and decrease number of buses for each trip without penalty, when given a two week notice to the contractor from the date of the scheduled trips. INSPECTON AND ACCEPTANCE TERMS: Contractors standard inspection procedures shall be used. All interested contractors are to submit a copy of their quotation by the solicitation due date. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and Addendum to FAR 52.212-1, applies to this acqusition as follows: 52.214-31, 52.214-34, 52.214-35, 52.252-1, http://farsite.hill.af.mil, 52.252-5(b) DFARS (Chapter2), and 252.225-7000. EVALUATION PROCEDURES: The Government will select the best overall offer based on price and other factors considered. The Government will award a contract resulting from this solicitation to the responsible offerer whose offer, conforming to the solicitation, will be the most advantageous to the Government in accordance witht the requirement. Only those offerers determined to be in compliant with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in offerer's quote being determined unacceptable. FAR 52.212-3, "Offeror Representatives and Certifications-Commercial Items" applies to this acquisition and offeror(s) must include, with its offer, a completed copy of provision FAR 52.212-3 in full text obtained from http://farsite.hill.af.mil or from http://orca.bpn.gov if registered in ORCA (Online Representation and Certifications application).
