Description
The Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Service, Division of Acquisition Management, on behalf of the Office of Inspector General (OIG), intends to negotiate and award a contract on a sole-source basis to CCH Incorporated, 2700 Lake Cook Road, Riverwoods, IL, 60015-3867. The acquisition is for renewal and maintenance of 663 TeamMate electronic workpaper software licenses to include technical support, software patches and upgrades. The CCH TeamMate Suite ("CCH TeamMate") is a Windows-based electronic audit management system. The CCH TeamMate Suite consists of the following modules: TeamRisk, TeamSchedule, TeamMateEWP, TeamMateTEC, and TeamCentral. The OIG uses the software as its primary tool for preparing audit workpapers by its 663 auditors. The OIG standardized on TeamMate nine years ago in order to have a consistent, uniform software platform. This acquisition is being conducted on a sole-source basis because CCH Incorporated is the owner and has full right and title to license the software package CCH TeamMate. CCH Incorporated is the sole entity permitted to license CCH TeamMate in the United States. This acquisition is for software and services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 15 days after the date of publication of this notice. Capability statements may be submitted to Anthony Webb, Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857, or vial email at awebb@psc.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
