Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to identify sources with the requisite qualifications that could provide the services stated herein. All small business concerns (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) capable of performing the requirement indicated below are encouraged to respond to this notice. The National Institute of Standards and Technology (NIST) Information Technology Laboratory’s (ITL) Computer Security Division is seeking to identify sources with the capabilities to assist the Division in accomplishing its core mission of providing standards, technology, tools, and practices to protect our nation’s information and information systems. Contractor support in the following general task areas and Contractor technical and scientific expertise and assistance are anticipated to be needed in the near future to assist the NIST Computer Security Division in meeting its mission. 1) Technical inputs to Standards, Guidelines, Derived Test Requirements (DTRs), NIST Interagency Reports (NISTIRs), Standard(s) Reference Material(s) and NIST SDO participation. 2) Identity Management to include remote identification of individuals and devices, 3) Industrial Control Security, 4) Cryptographic module validation, standards, and DTRs, 5) IT supply chain threats and assurance methods, 6) Cloud computing and virtualization security, 7) Organizational and System Risk Management and Risk Assessment, 8) Cryptographic Algorithm analysis and vulnerability assessment, 9) Network routing security and protocols, 10) Software development, application development and application modeling support, 11) Technical expertise and consultation in specified areas of Security in Health Information Technology (HIT), and 12) Creation and/or Maintenance of web enabled data presentation and input applications to support specific business needs. 13) Identification, selection, constraining and/or harmonization of standards in existence and/or under development by National, International and Other Standards Development Organizations (SDOs). Sources that have the ability to provide contracting support in five (5) or more of the thirteen (13) areas are asked to respond to this notice with a capability statement of a minimum one (1) page per area to provide a clear and complete narrative of current capabilities to meet Division mission for that specified area. Those sources should also provide the aforementioned types of services are requested to respond to this notice and in so doing, provide the following information: organization information to include company name and address, size of business as it relates to NAICS code 541690 (size standard $7.0 million), current point of contact (including telephone number, facsimile number and e-mail address), list of current GSA schedule contracts under which your company can provide services in one or more of the 13 task areas, and a list of contracts within the past three (3) years under which the interested party has performed the same or similar work. All responses shall be emailed to Janine Kerns at janine.kerns@nist.gov with a copy to joseph.widdup@nist.gov no later than 5:00 pm EST February 16, 2009.
