- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9035 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-29. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a (S)ImageQuant RT ECL on a sole source basis from the only known manufacture GE Healthcare. Item/Description/Quantity: 1) (S) ImageQuant RT ECLIQTL, qty-1; 2) Emission Filter 3 537-35nm, qty-1; 3) Cabinet TLC/GFP Illumination 110V, qty-1; 4) Blue light conversion screen 4OEM#73-12593-00, qty-1; 5) IQ TL 1 User Additional License, qty-1; and 6) PC for ImageQuant Imagers (HP dc5800MT 2GB 160GB with Fire Wire PCI Card, 2 Port Serial PCI card and 17” LCD Display), qty-1. This instrument is the only known available imager with only Real Time, cooled CCD designed to work with ImageQuant TL software. The imager’s camera is always maintained at -25 deg. C absolute temperature regardless of the external environment. The CCD camera is cooled by an efficient Pelteir cooling system that is regulated constantly, thereby increasing the reproducibility of a given measurement. This also reduces the background electronic noise, which results in a wider dynamic range for chemiluminescence images and ensures high performance and consistency. The immediate use of the imager involves the purification, crystallization and structure determination of various proteins in a larger number of protein gels. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Bethesda, MD 20892. The FOB point shall be Destination. This will be a firm-fixed price contract.
