- Question: How can we obtain a copy of the GBAD Initial Capabilities Document (ICD) to ensure our responses are consistent with the documented functional objectives and desirable system characteristics? Answer: The ICD is classified and will not be released in conjunction with this Request For Information (RFI). The non-classified concepts contained in the ICD that are pertinent are listed in the RFI. Question: For the purposes of this RFI, what is the definition of Low Observable/Low Radar Cross Section threats? Answer: In order to allow for the widest distribution of responses, vendors are allowed to define this term in accordance with their own definition. Question: Please clarify the desired response date. Answer: Responses received by 27 February 2009 will be accepted. Question: What is the provision for submission of classified content for this RFI response? Non-classified responses are preferred, although it is understood that the government may have follow-up questions that require a classified response. If a vendor has classified materials to submit in the initial response to this RFI, it must arrive at Marine Corps Systems Command during normal business hours-- 7AM - 3PM, Monday - Friday. Classified information should be submitted in accordance with NISPOM transmission regulations.
