- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends toissue solicitation N65236-09-R-0048 as a Sole Source, Firm Fixed Price contractto CVG, Incorporated, 44901 Falcon Place, Sterling, VA 20166. This procurementis for Medium Data Rate Terminal Package Basebands with a standard 1 yearwarranty and extended warranty repair coverage. The Basebands shall have KeyPerformance Parameters (KPPs) that are considered mandatory requirements.CVG, Incorporated is the manufacturer of the Medium Data Rate TerminalPackages. An estimated 825 Medium Data Rate Terminal Package Basebands and6,232 Extended Warranties are anticipated to be procured over the life of thiscontract. The estimated value of this contract is $16.2M. This is a follow-onto contract N65236-07-D-5113. A Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract isanticipated. The NAICS Code is 517410 with a size standard of $15M. This is a notice of intent and is NOT a request for competitive proposals.Inquiries regarding this notice should be directed in writing to Ms. ChristyHammett, Code 2.2.5.5CH, Contract Specialist, at christy.hammett@navy.mil nolater than 12:00 pm(EST) on 13 February 2009. All inquiries to this SoleSource Synopsis should include the following information: Key Performance Parameters from the Operational Requirements Document:(1) MTBF:4000 Hrs; (2) Reliability: 9%;(3) Setup Time: 30 minutes; (4)Operating Temp: -46C to +63C. It also must have filtered air intakes andinternal airflow capable of a combined minimum of 100 cubic feet per minute ofairflow; (5) Data Rate: 6Mbps. Technical Specifications: (1) IP Based Architecture; (2) Must operate acrossUnclassified, Secret, and Top Secret Security levels; (3) Must incorporate OEMintegration of COTS components at the board level to ensure smallest, lightestpackage achievable. Other Mandatory Requirements: (1) The smallest possible overall packagingshall be achieved; (2) Weight: 50 lbs or less including GFE (approximately 12lbs total which includes Viasat KG-250 Encryptor with power brick, ViasatCompact xPEP TCP/IP accelerator with power brick and miscellaneous cables); (3)Packaging Design: Rugged copolymer polypropylene structural resin case with aneoprene sponge water tight ring, stainless steel hinge pins, purge valve and104 lb load buoyancy. Hard case must include wheels and collapsible retractablehandle; (4) OEM integration is preferred; (5) All status indicators, I/Oconnections and reset capabilities shall be remoted to the front panel; (6)Shall have a Cisco 2811 router with advanced IP services, Enhanced InteriorGateway Routing Protocol (EIGRP) and 802.3af Power-Over-Ethernet for VoIPsupport or equivilant; (7) The baseband case shall accommodate the internalintegration of GFE Viasat xPEP module with power brick and KG-250 power brick;(8) The GFE KG-250 Encryptor must be accessible for easy installation andremoval for storage and shipment; (9) Power: Shall operate from a single sourceAC input capable of autovoltage select 110/220VAC, 50/60 Hz to provide power toall integrated components; (10) Shall have a front panel digital input voltagemeter and power entry switch with a resettable circuit breaker; (11) Shallhave two front panel courtesy AC ports to provide power to laptops and/orother devices; (12) Operator and Maintenance Manuals: Shall include a list ofcomponents with part numbers; (14) Technical Drawings. Warranty Support: Offeror shall: (1) Provide annual extended warranty supportfor existing basebands (approximately 727) as well as a standard 1 yearwarranty AND annual extended warranties for all basebands procured under thiscontract (up to 825); (2) Provide telephone technical support during normaloperating hours; (3) Pay for all shipping of warranted items from CONUSlocations; (4) Completely repair or replace the warranted unit and return tothe customer within two-days after reciept of the defective unit. Fit, Form, and Function: Basebands procured under this Contract will; to thefullest extent possible; match the design, form, fit, and function of theexisting basebands manufactured by CVG, Incorporated. Delivery schedule of 65 days after receipt of order is required.
