Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Food and Drug Administration (FDA) is soliciting for a contractor that will serve as a technical expert on the development and implementation of Food Defense Assignments for the Agency STATEMENT OF WORK: The contractor will provide expertise gained from past experience in working with food emergency response networks, Federal, State, Local and University laboratories. Utilizing this expertise the contractor will provide advice and direction to the Agency and State lab managers and scientists in the development and enhancement of their capability to respond to chemical contamination in food. This will include advice and direction of analytical method development for specific foods and analyses. The contractor will evaluate and prepare quarterly reports on the enhancement of the capabilities of the State Chemistry Cooperative laboratories and on their analytical method development progress. The contractor will organize and facilitate face to face technical meetings with scientists, and laboratory managers from State Chemistry Cooperative Agreement Laboratories and Agency scientists. The contractor will also assist the National Program Office in organizing the chemistry portion of the National meeting. The contractor shall play a pivotal role in FERN (Food Emergency Response Network) with respect to planning, developing, conducting, and evaluating proficiency testing of the laboratories as well as surveillance assignments designed to exercise the laboratories. The contractor shall serve as an advisor to the FDA project officer on the chemical counterterrorism program being conducted by New Mexico State University and the FDA Postdoctoral researcher at Lawrence Livermore National Laboratories. The contractor shall have a clear awareness and understanding of the objectives, focus and capabilities of the federal laboratories charged with terrorism preparedness and response to food emergencies involving chemical contamination. The contractor shall have an active Secret security clearance. The contractor shall serve as a technical expert on the development and implementation of Food Defense and Food Safety Assignments for the Agency. The contractor will conduct technical site visits at three new FERN Chemistry Cooperative Agreement laboratories and evaluate their capabilities. These laboratories are located in California, Colorado and Ohio. Travel expectations for the period of performance include: Technical visits to 3 CAP labs (early 2009, Columbus, OH; Richmond, CA; Denver, CO), visit to New Mexico State University (Fall 2009, Las Cruces, NM), visit to Lawrence Livermore National Labs (Summer 2009, Livermore, CA), participation in the FERN National Meeting (early Summer 2009, Austin, TX), participation in a national chemistry CAP technical meeting (Summer 2009, location to be determined). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-12. The acquisition is set-aside for Small Business only. The associated NAICS code is 541712 and small business size standard is $ 500 Million. Total Estimated Hours of work expected: 912 Period of Performance: February 23, 2009 through February 22, 2010 Tasks & Milestones TaskDeliverablesDue Date The contractor will organize and facilitate face to face technical meetings with scientists, and laboratory managers from State FERN Chemistry Cooperative Agreement Laboratories (CAP) and Agency scientists. The contractor will also assist the FERN National Program Office (NPO) in organizing the chemistry portion of the FERN National meeting. Develop agenda’s, organize and lead face-to-face and technical meetings between Agency and FERN Chemistry CAP laboratory scientists. Assist the NPO in developing the chemistry portion of the FERN National meeting Prepare detailed reports of the meetings. Prior to or by 5/30/09 Provide direction and coordination for the FERN chemistry CAP. Provide technical evaluation of progress in meeting the goals of the FERN Chemistry CAP program Evaluate progress made by the CAP labs and prepare detailed reports on the progress of the CAP laboratories for the entire project period. Completed by12/31/09 Work with Food Emergency Response Networks, (FERN) federal, state, local and university labs to develop, plan and enhance lab capability for responding to chemical contamination in food and in case of an emergency or terrorist attack involving the food supply. Oversight and direction of CAP lab methodology and technology development, method extension and expansion processes. Perform data analysis and feedback for CAP labs to detect poisons in foods.Completed by 12/31/09 Provide information and details on the CAP state of readiness for a chemical event or emergency and provide documentation to show how the FERN surge capacity goals for the CAP are being met. A report on CAP readiness and surge capacity Submitted by 12/1/09 Provide coordination with the FERN NPO on the development, administration and evaluation of FERN chemistry proficiency tests. Participate in FERN PT conference calls as scheduled and respond to requests for comment on PT documents Within 10 business days of request Evaluate the initial capability and capacity of the three new Chemistry cap laboratories to respond to a chemical attack on the U.S. food supply. Conduct site visits to the three new Chemistry Cap laboratories and prepare reports on the capability and capacity to respond to a chemical attack on the U.S. food supply.Conduct site visits and prepare reports prior to 3/31/09 Provide direction and evaluation for the Agency Chemical counter terrorism program at New Mexico State University (NMSU). Meet with NMSU and Agency staff and jointly develop plans for advancing their chemical method evaluation work. Conduct site visit at NMSUBi-weekly meetings with FCC and NMSU scientists. Site visit to NMSU prior to 9/31/09 Access and provide feedback regarding Chemical Counter Terrorism to FDA scientists. Advise Agency on technical matters regarding chemical counter terrorism Respond within 5 business days of request Provide direction for the Agency Postdoctoral Researcher at Lawrence Livermore National Laboratories (LLNL) and integrate results into FERN. Respond to requests from LLNL for information, review and evaluate research results submitted by LLNL, and keep FCC staff informed of project status. Conduct site visit at LLNLWithin 10 business days of request. Site visit to LLNL prior to 7/31/09 Provide advice and direction to FDA scientists on the evaluation of data delivered to them by the CAP laboratories.Meet with FDA staff and provide summary update on method evaluationQuarterly Evaluation Criteria: Knowledge, Skills, and Abilities (20 points) Demonstrate specific knowledge, skills and abilities through submission of information describing experience with developing laboratory capability for responding to chemical contamination in food as delineated in the statement of work. This should include method development, laboratory management, design of and participation in food defense and food safety technical meetings and training, recognition and awards, and other relevant facts. The contractor shall have a clear awareness and understanding of the objectives, focus and capabilities of the federal and State laboratories charged with terrorism preparedness and response to food emergencies involving chemical contamination. Technical Approach (20 points) Provide a comprehensive statement of the scope and purpose of the project indicating a clear awareness of the objectives, specifically response to food emergencies involving chemical contamination and a general outline of the plan of work indicating the rationale for how the plan will address the Statement of Work. Experience and Capability (30 points) Describe specific experience and performance in directing, coordinating, cooperating with and evaluating federal, state, local or university Food Emergency Response Network (FERN) laboratories involved in the development of technology or methodologies to detect chemical poisons in foods. Past Performance(30 points) Provide descriptions of at lease three (3) governmental (Federal, State, Local, etc...) Client work similar projects with the Government Agencies; FERN Chemistry Cooperative Agreement Laboratories; New Mexico State University; or Lawrence Livermore National Laboratory related to preparedness and response to chemical contamination of the United States food supply completed within the past Five (5) years or still in process.
