- ISSUE DATE: 2/13/2009. Contractor to provide all labor, materials, equipment, transportation, supervision and disposal necessary for Leamy Hall and Smith Hall Roof Replacement at U.S. Coast Guard Academy, New London, CT (New London County). The work consists of a complete “Tear-off” and disposal of the existing roof systems for Leamy Hall and Smith Hall. All roof drains and scuppers will be replaced with new. Smith Hall consists of three (3) roofing systems; a main roof, a penthouse roof and a stairwell roof. The main roof, 14,622 square feet, is constructed of a modified bitumen roof overlay on top of a built up roof system; the roof deck is structural concrete. The stairwell roof, 363 square feet, has an EPDM roofing system on a 5 inch concrete deck. The penthouse roof, 4617 square feet, consists of an EPDM roofing system on a 22 gauge corrugated steel deck. Smith Hall has nine (9) roof drains. Leamy Hall consists of two (2) roofing systems, a main roof and a cantilevered roofing system. The main roof system, 23,606 square feet, is made up of a built up roof system on a combination precast concrete and lightweight concrete deck. The cantilevered roof, 5400 square feet, is modified bitumen roofing system with no insulation on structural concrete. Leamy Hall has eight (8) roof drains on main roof and nine (9) scupper drains on cantilevered roof. All decks, steel and concrete, shall be cleaned and prepared to receive completely new TPO (Thermoplastic Polyolefin) roofing systems with one-layer of tapered insulation and one-layer of cover board as specified in the contract documents. The estimated cost range of this project is between $500,000 and $1,000,000. Solicitation packages will be available on or about 2/13/2009. The bid opening date is scheduled for 3/16/2009 at 2:00 p.m. The performance time period is anticipated to be 6 weeks. This solicitation is issued in accordance with FAR Part 19 and is 100% set-aside for small business concerns. The applicable NAIS code is 238160 and the size standard is $13 million.
