Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The solicitation number is W912EF09R0023 and is issued as a request for proposal. The associated North American Industrial Classification System code for this procurement is 334511. All quotes need to be received by 1700 PST, February 10, 2009 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: Stephen Yoder, Stephen.m.yoder@usace.army.mil. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival. Shipments are only allowed during the normal business hours of Monday-Friday 8:00AM-4:00PM, (excluding federal holidays). Evaluation Criteria as per FAR 52:212-2 EvaluationCommercial Items (Jan 1999) (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on selecting best value by using the lowest price, technically acceptable method. To be considered technically acceptable, an offeror must pass all technical factors. The following factors shall be used to evaluate offers: Technical Factors (1)Provide evidence that the supplier has provided as a minimum of 2,000 tags for juvenile salmonoid studies in the vicinity of large hydroelectric dams. (2)Documentation must be provided to ensure that the potential vendor is able to meet the delivery schedule and will supply a proven product These evaluation criteria can be provided in the form of past contracts, including quantities of tags delivered and the use of those tags (type of fish, general environment in which they were deployed), as well as references from past contracts for transmitters. Review of the documentation provided by the vendor will result in a rating of acceptable or unacceptable for each of the two factors. Each of the two factors requires an acceptable rating in order for the contractor to receive an overall acceptable under the technical evaluation criteria. The lowest price by an offeror with an overall acceptable rating will receive award for this contract. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
