- The US Army Contracting Command (ACC) is conducting a market survey of industry to identify actual/potential sources that exhibit the capability or interest in establishing the capability to manufacture and supply TATB using the Benzinger Process. The precursor chemical used in the Benzinger process is 1,3,5-trichlorobenzene (TCB) and a survey of industry to identify sources of this material is also being conducted. As an indicator of your qualifications, a respondent to this market survey must be able to demonstrate that they have adequate technical and manufacturing capacity, and acceptable past performance, in the processing of TATB and TCB and/or similar explosive/chemical material(s). Interested companies who feel that they have the necessary capabilities or have interest in establishing these capabilities should respond by providing the Government the following information within the time-frame as established above: a brief summary of the companys capabilities; description of facilities, personnel and related manufacturing experience; estimated minimum and maximum monthly production quantities with associated prices and lead-times; whether TATB using the Benzinger process is currently in production or when last produced; other explosive material(s) produced; and the minimum procurement quantity (MPC) required for production. If a respondent does not currently have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent is requested to provide the estimated time and cost to establish this capability. If a respondent chooses to utilize the services of sub tier sources or subcontractor for precursor materials, it is requested that these source be identified. A respondents available production capacity must be sufficient to manufacture/supply TATB at annual quantity of 15,000 20,000 lbs. A respondent to this market survey may be requested to respond to a more detailed questionnaire. A copy of the applicable specification can be obtained from any of the POCs listed.
