- NASA/ARC is issuing a Draft Request for Proposal for the Facilities MaintenanceService for NASA/Ames Research Center, Moffett Field.This pre-solicitation notice is issued to replace the Request for Information Synopsis"FACILITIES MAINTENANCE SERVICES, Reference number Facilities Maintenance-RFI" postedApril 8, 2008.The tenative schedule for issuance of the RFP is 3rd quarter of FY 09.Subcontracting goals have not been finalized yet. This acquisition will be issued for Full and Open Competition.The NAICS code and SizeStandard are 561210 and $35.5M respectively. This is a hybrid contract consisting of Firm Fixed Price (FFP), Firm FixedPrice/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) and Cost Plus Fixed Fee (CPFF)contract. The Contractor shall provide all resources (except as may be expressly statedin this contract as furnished by the Government) necessary to provide FacilitiesMaintenance Services. The majority of work under this contract will be FFP work. TheFFP work consists of: (1) responding to trouble calls (TC), tracking, and documentation;(2) accomplishing recurring services such as preventive maintenance (PM) that involvesroutine periodic maintenance, incidental repair requirements associated with facilities,utility systems, dynamic equipment for which no specific operators are assigned, andperforming Predictive Maintenance (PdM) that includes Testing and Inspection (PT&I) ofequipment and systems and Failure Modes and Effects Analysis (FMEA); (3) operations thatinvolve attendance type work requiring the presence of qualified person(s) during aspecified time period; (4) maintenance engineering services; and (5) adverse weathercondition response support. IDIQ work consists of Craft Hour Unit Price (CHUP) work thatcannot be adequately quantified until a Contract Task Order (CTO) is issued, and thenbecomes a fixed price order once approved. CPFF work consists of Environmental andEmergency Support Services.The work will be performed primarily at Ames Research Center (ARC), Moffett Field, CA.The proposed acquisition is a follow-on to the current contract NNA04CB37C, which ispresently being performed by IAP World Services, Inc. The current contract provides allthe same services as mentioned above. Contract NNA04CB37C is a hybrid Firm Fixed Price(FFP), Firm Fixed Price/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) and Cost PlusIncentive Fee (CPIF) contract that was awarded on a competitive basis to Johnson ControlsWorld Services, Inc. in July of 2004 and later became IAP World Services, Inc. thefollowing year. Current contract is scheduled to expire on September 30, 2009. Thecurrent value of the contract is approximately $75M. The follow-on contract will beFFP-FFP/IDIQ-CPFF. The difference between the current contract type and the follow-oncontract type is the cost portion.
