- The Federal Law Enforcement Training Center (FLETC), Charleston, South Carolina an Agency of the U.S. Department of Homeland Security is seeking qualified Design/Build firms to provide design and construction services for a new 400 room dormitory at the Federal Law Enforcement Training Complex, Charleston, South Carolina. We are looking for firms that qualify under the Small Business Programs mentioned in the Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are small businesses with the capabilities and experience to perform the required work. The work requires design and construction services to build a 400 room dormitory at the FLETC located in Charleston, SC. The work includes national and local code review and applicable design, civil and utility design and construction design, foundation design and construction of the dormitory as required by the Scope of Work and or Request for Proposal. The work will not include demolition and/or removal of existing buildings or utilities. The work shall meet the design intent of the Scope of Work and the requirements of the Government owned conceptual design. The North American Industry Classification System Code (NAISC) is 236220 and the Small Business Standard is $33.5 million. All interested parties are invited to submit a capabilities statement to include three projects completed within the last five years that are relevant to the work that will be required under this project. Please limit the capabilities statements to 25 pages or less. Provide a point of contact for each project listed. Your capabilities statement shall be submitted to Mr. Robert Rivers, Contract Specialist, Federal Law Enforcement Training Center, 2000 Bainbridge Avenue, Charleston, SC 29405 or via e-mail at Robert.R.Rivers@dhs.gov. Responses are due February 12, 2009 by 2:00 p.m. EDT. Electronic copies of capability statements are acceptable. No telephone calls will be accepted. NOTE THIS IS NOT A REQUEST FOR PROPOSAL. Respondents will not be notified of the results of the evaluation. However, DHS will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBZone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in government documents must be clearly identified. This synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to the Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
