Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format prescribed in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested and a written solicitation will not be issued. The Naval Air Systems Command (NAVAIR) Navy Enterprise Resource Planning (ERP) Business Office has a COMPETITIVE requirement to acquire maintenance for both Sun Hardware and Sun SAN Hardware. The complete requirements list including Contract Line Identification Number (CLIN) structure is provided as an attachment to this combined synopsis/solicitation. Only authorized Sun hardware and Sun SAN hardware maintenance resellers may submit a proposal. All hardware service must span 8:00 a.m. through 8:00 p.m., Monday through Friday with four (4) hour on-site arrival. Four (4) hour on-site arrival is defined as when a problem is reported, contractor must arrive at Patuxent River, MD to fix within four (4) hours ready to start the repair. Sun Gold Service Level Plan is also required. This plan includes 24/7 live transfer for telephone and on-line technical support, one-stop interoperability assistance, on-demand Solaris updates, Solaris releases, on-line system administration resources, SunSpectrum eLearning library and support notification services. The period of performance is from date of award through 31 December 2009. The place of place of performance for the on-site support is Naval Air Systems Command, 47762 Ranch Road, Bldg 1490 – Computer Room, Patuxent River, MD 20670. The applicable North American Industry Classification System (NAICS) Code is 511210 and the business size is $25M. Solicitation Number N00421-09-R-0048 is issued as a request for proposal (RFP). NAVAIR AD, Patuxent River, MD proposes a Firm Fixed Price (FFP) contract for all CLINS under this procurement. FAR clause 52.212-1, “Instructions to Offerors – Commercial” applies to this solicitation. FAR clause 52.212-2, “Evaluation – Commercial Item” applies to this solicitation and under FAR clause 52.212-2(a) the factor evaluate this procurement is Lowest Price Technically Acceptable. (LPTA). All offerors shall include a completed copy of FAR clause 52.212-3, “Offeror Representation and Certifications – Commercial Items”, in its offer. FAR clause 52.212-4, “Contract Terms and Conditions – Commercial Items” applies to this solicitation. FAR clause 52.212-5, “Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items” applies to this solicitation and the following FAR clauses cited in the clause apply: (b) 1, 3, 7, 16 – 22, 24, 36, 39 and (c) 1- 2. This combined synopsis/solicitation will also be available on the NAVAIR Solicitation Home Page.
