Description
Washington River Protection Solutions, LLC (WRPS) as a prime contractor to the U.S. Department of Energy is seeking businesses to provide a ready‑made shear strength measuring tool that could be adapted for use at the Hanford Site. The tool will be used to measure the in situ shear strength of radioactive high-level waste solids stored in underground double-shell tanks. The tool will need to measure in situ shear strengths ranging between 0 to 20,000 Pa with a resolution/accuracy of ±100 Pa. The tank penetrating portion must be less than 15 cm in diameter so that it can pass through a 6 inch riser. Measurement depth will be up to 20 meters. The first about 10 meters (m) is an air gap, the next about 5 meters is caustic liquid waste, and the bottom 5 meters is waste solids. The waste penetration portion must contain no aluminum parts. Shear strength measurements should be near continuous (≤5 cm intervals) through the waste solids layer. Interested firms are invited to submit an expression of interest letter to include a response to the following: A description of their system/technical approach. A preliminary drawing/sketch of their concept. A rough order of magnitude (ROM) cost estimate for all components. A ROM schedule and any qualifying conditions for meeting the schedule. A brief description of Quality Program. This is not a Request for Proposal, but a request for an expression of interest. Expression of interest letters must be received via email at perry_k_jr_bushnell@rl.gov or via fax 509-373-2551 no later February 20, 2009.
