- Presolicitation/Solicitation Noticefor Joint Commission Mock Survey Services (VISN 20) The Veteran's Affairs, VISN 20 Contracting Division has a requirement for Expert Services to conduct Joint Commission Mock Surveys at each of the 8 VISN 20 Sites and Substations (2 tertiary care centers - Portland HCS and Puget Sound HCS - 4 staff over 4-5 day period); (3 moderate sized hospitals - Boise HCS, Spokane HCS, and Roseburg HCS - 3 staff over 3-4 day period); (3 small sites - White City HCS, Walla Walla HCS, and Alaska HCS -2 staff over 2-3 day period). These surveys will assist the facilities in preparation and continuous readiness for an unannounced Joint Commission Survey. These surveys shall focus on National Patient Goals (NPSGs), cited Joint Commission standards/requirements noted for improvement, survey process, human resource readiness, and tracer methodology. Interested parties shall have surveyor and consultant experience and be knowledgeable of the challenges faced by VA facilities and VHA rules and regulations. The Contractor's personnel functioning under this contract shall be trained in Joint Commission standards with experience in surveying Medical Centers. The Consultant's team must have member(s) consisting of, at a minimum, a nurse surveyor and an administrative consultant. At the 2 tertiary care centers a physician consultant shall be required as part of the team listed above. These mock Joint Commission surveys will address each area of the accreditation programs applicable to each specific facility. The program areas are as follows: Ambulatory Care, Behavioral Health Care, Home Care, Hospitals, Lab Services, Long-Term Care; and address the following components for regulatory compliance: Standards, Patient Safety, Sentinel Events, Public Policy Reports, Performance Measurement. This requirement will be handled as a Service Disabled Veteran Owned Small Business Set-Aside in accordance with FAR 19.1405 and VAAR 819.70. The government intends to award a Firm-Fixed Price (FFP) type contract. It is anticipated that the period of performance will be for one base year plus two one-year option periods. The Request for Proposal (RFP) will only be available on the FedBizOpps website at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offerror's responsibility to monitor FedBizOpps for the release of the solicitation and any amendments that may follow. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Contract award will be based on the best-value to the Government where technical merit and past performance are significantly more important than cost/price.
