Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) intends to solicit proposals for SUBSAFE/Level I Support Services for Submarines and Surface Ship Systems. Code 4124 is responsible for the technical oversight and repair of the 688 Class Submarine Vertical Launch System (VLS). A significant portion of the required tasking is to support the documentation and repair of 688-Class Submarine VLS. The repairs include the upgrade and maintenance of the VLS, such as repair of Launcher Control Panels, Environmental Monitoring Sensors and other Vertical Launch system components. Other work under this effort also includes design, engineering, manufacturing, construction, installation, and maintenance support on torpedo tube systems, torpedo ejection systems, internal and external launches systems, vertical launch systems, sail systems, weapon handling and shipping systems, cargo handling systems, special purpose and shipboard test equipment, high speed ! launchings, auxiliary and ASW countermeasure launchers, associated launch control panels, and Navy Tactical Missile Systems (NTACMS), as well as other ship systems, and future programs not yet in the development stage. This contract will be SUBSAFE/Level I. No SUBSAFE work is allowed to be outsourced to a Non-NAVSEANOTE5000 activity without prior NAVSEA approval and Supervising Authority notification. Only contractors that are approved under NAVSEANOTE5000 are eligible for this contract award. The current requirement will be advertised as full and open competition. The resulting contract is anticipated to be a multiple award Indefinite Delivery, Indefinite Quantity type with Cost Plus Fixed Fee provisions. The period of performance will be for five years from date of contract award. Total estimated level of effort for all five years is 369,600 hours. Award will be made on the basis of Best Value to the Government. NAICS code is 541330. Small business size standard is $27 Million.
