Description
Non-personal services. The Contractor shall furnish all facilities, labor, services, and supplies (not otherwise furnished by the Government) necessary to course development and instructional services for Course 034 for the United States Army Corps of Engineers Learning Center (ULC) in accordance with the Governments requirement. This course is entitled Leading in a Learning Organization which pertains to the Good to Great Principle (which comes from the book by JIM COLLINS). The Contractor shall provide course instruction in various CONUS locations and (if the need arises) possibly OCONUS locations. The first session of instruction is scheduled for 21 April 2009; however the number of sessions per month can vary. North American Industrial Classification System (NAICS) Code 611430 is applicable to this acquisition. Contract award will be made on a Best Value basis. Award of a Firm-Fixed Price (FFP) contract will be made. Services will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures. The proposed award will consist of one base period of performance and up to one optional period of performance. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website and the Army Single Face to Industry (ASFI) website. All responsible sources may submit a quote which will be considered by the agency. Requests for copies of the solicitation package by any other means will not be honored. Potential quoters are responsible for monitoring the FedBizOpps and ASFI websites for the solicitation package and any subsequent solicitation amendments. The RFQ will be issued on or about 13 February 2008 and no award is expected to be made until March of 2009. Any parties interested in this requirement are encouraged to register as an interested vendor. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/ and to register as an interested vendor. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
