Description
This is a source sought Request for Information (RFI) for IT services for Consular Namecheck Systems. The U.S. Department of State has a requirement for full lifecycle software development, new software development; 24x7 operations, on-going software maintenance, mathematical analysis, and linguistic support for the namecheck systems; The Department of State’s is responsible for the namecheck systems in support of travel document issuance. This RFI requires interested contractors to indicate their ability to fulfill the requirements that are stipulated in the attached Draft Statement of Work. Only small businesses who believe they meet this requirement are invited to submit a response in writing by Monday, February 23, 2009. Contractors must submit a Qualification/Capabilities Statement that identifies their experience in the performance of the same or similar services to the ones in the Draft Statement of Work. The prime must have experience in computational linguistics (as opposed to simple language translation) relating to cultural name structures and name variants. At a minimum, vendors must demonstrate that they can provide Linguists with Masters Degree accreditation and 2-3 years experience in the field of Linguistics, with specialization in one or more of the following Transliteration systems, Phonology, Name Structures, Computational Linguistics, or Morphology. An example of an assigned task would involve researching specific name components and their cultural usage as well as analyzing a variety of user transliterations to determine patterns within a large data extraction. The prime contractor shall have direct experience/past performance in each of the areas as follows: 1) Computational Linguistics – Linguistic Analysis of Names; Linguistic Tuning; Development of Cultural Based Linguistic Algorithms; Familiarity with Relevant Foreign Affairs Manuals (FAMs); 2) Mathematical and Statistical Analysis – Predictive and Discrete Data Modeling; 3) Data Quality Support – Name Variants and Name Structures Matching; Familiarity with Relevant FAMs; 4) Corporate Qualifications – CMM level 2 (or higher) Certification; 5) Systems and Software Development – Microsoft Systems experience; Oracle Development experience; 6) Training – Development of Technical Systems Coursework; End User Training. Competencies of Primes or From Teaming Partners – Quality Assurance; Database Administration; Configuration Management; Rational Systems experience; Distributed Systems Support – Monitoring; Telecommunications Management; User Support; 2nd and 3rd Level Support; 8) Data Transfer – Management of Large Interagency Data Sharing Systems; Feedback and Error Resolution. The North America Industrial Classification Systems (NAICS) code is 541511. The services are currently being performed by STG, Inc. 11710 Plaza America Drive, Reston, VA. This RFI is issued solely information and planning purposes ONLY, and does not commit the Government to pay any costs incurred in the submission of any information requested. Response to the RFI will not be returned. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL, BUT A MARKET SURVEY TO LOCATE POTENTIAL SOURCES.
