Description
Sources Sought No. W912HY-09-S-0007 Project Title: Marine and Terrestrial Historic Properties Investigations, as Needed, in Texas and Louisiana for the U.S. Army Corps of Engineers, Galveston District. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposals; THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE; and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA) certified: 8(a), Hubzone, Service Disabled Veteran-Owned, and Small Business firms relative to the North American Industry Classification Code (NAICS) 541990. The Small Business Size Standard is $7 million. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive Set-Aside for Small Business firms, Service Disabled-Veteran Owned firms, 8(a) firms, or HubZone firms; or to proceed with full and open competition as Unrestricted. Project Information: The contractor must furnish all labor, management, facilities, supplies, materials, and equipment and do all things necessary for performance of professional marine, terrestrial, and historic cultural resource investigations. The anticipated minimum amount of Marine Work for this project is 65% of the work. The marine investigations occur in the Gulf of Mexico, bays, and rivers and shall include,but not be limited to: Section 106 compliance; archival and historical research; remote sensing services including magnetometer, side scan sonar, sub-bottom profiler, and bathymetry surveys; monitoring; data analysis; assessment of underwater targets and anomalies; determination of eligibility for inclusion in the National Register of Historic Places (NRHP); and laboratory analysis. The terrestrial investigations shall include but not be limited to: Section 106 compliance; archeological reconnaissance and intensive surveys; assessments and evaluations; data recovery and mitigation; cemetery relocation; remote-sensing services including ground penetrating radar, magnetometer and electromagnetic resistivity; and laboratory analysis. The historic investigation shall include, but not be limited to: historic structure surveys, Historic American Building Survey (HABS) and Historic American Engineering Record (HAER) documentation, archival research, oral history research, map and photographic reviews, and historic structure reports. All work shall be conducted in a manner consistent with the Secretary of the Interior's 'Standards and Guidelines for Archeology and Historic Preservation' (48 FR 44716-44740) or the Secretary of the Interior's 'Standards for the Treatment of Historic Properties' (36 CFR 68), as appropriate. Marine archeologists must be able to obtain a permit from the Texas or Louisiana State Historic Preservation Officer (SHPO), as appropriate. The contractor will be required to respond to simultaneous projects to meet project deadlines. Location of Work: Services will be performed in connection with civil works projects assigned to the Southwest Division, but primarily in the Galveston District. The Galveston District covers an area averaging 100 miles in width along the Texas Coast, extending from approximately 15 miles east of the Texas-Louisiana state line south to the Rio Grande, The District encompasses 49 Texas counties, portions of four Louisiana parishes, and the adjacent waters of the Gulf of Mexico. Project locations will be identified for each task order. Field conditions will generally include terrain of varying types, steepness, and consistencies ranging from dry land to soft marshlands, including swamp. Locations will also include shallow and deep draft inland waterways and channels, rivers, lakes, bays, streams, and similar bodies of water as well as waters offshore from Texas and Louisiana, and other states as required by specific task orders. Services can also be performed in the Tulsa, Little Rock, and Fort Worth Districts. List the company name, address, Federal business size and their specialty. 5.Indicate specialized experience and technical proficiency in: a) contracts of similar size and scope; b)response to simultaneous projects; c) obtaining permits for marine surveys from the appropriate SHPO; d) experience in terrestrial archeology on the Texas Coast.; and e) experience in historic surveys 6.Submission Requirements: Firms submitting responses shall present their information in a matrix format displaying previously completed contracts. The matrix shall describe the three most recent projects that demonstrate the Firm's capability to meet each of the required qualifications listed above. Include the contract number, project location, description of work, and a point of contact and phone number for each effort.
