Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE GSA TASK ORDER / Under the authority of 10 U.S.C. 2304 (c)(1), "Only one responsible source and no other services will satisfy agency requirements", and, as implemented by FAR 6.302-1, the Department of the Navy, Specialty Center Acquisitions NAVFAC (SCAN), on behalf of the Naval Facilities Engineering Service Center, located in Port Hueneme, CA, intends to award a contract on sole source basis to ACTA Inc, for the purposes of theoretical analyses, exploratory studies, test planning, facility component and system evaluations and development, standards development, engineering criteria development, and consequences of explosions for ordnance storage and handling facilities. / These engineering services require specialized advanced theories based upon physics, mathematics, numerical methods, optimization, and probabilistic methods. The complexity of these services requires a technical subject matter expert, who has developed or participated in the development of the current state-of-the-art processes utilized by the Navy. The primary intention is to address specific technical issues and secondarily to transfer technology and expertise to a technically maturing in-house staff of recognized subject matter experts. / ACTA, Inc has been involved in the development and upgrading of physics-based debris throw and effects models since its development at the Naval Civil Engineering Laboratory. It is, therefore, the only contractor with the requisite knowledge, experience and technical data that can meet the Government's requirement on a timely basis. / This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement not later than 12:00 PST on February 13, 2009. The Government will consider all capability information received prior to the closing date of this synopsis solely for the purpose of determining whether to conduct a competitive procurement. / A determination by the government to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail or facsimile to the attention of andrea.brooks@navy.mil with the solicitation number referenced in the subject line. Companies interested in subcontracting opportunities should contact ACTA, Inc directly. If no responses are received, the Government intends to award a firm-fixed price task order on GSA Contract GS-23F-0150K to ACTA, Inc. /
