- Description
- The Department of Veterans Affairs (VA) intends to release a Request for Proposal (RFP) for the Integrated Financial Accounting System (IFAS) Project. An RFP will be available on FedBizOpps approximately February 11, 2009. The purpose of the IFAS requirement is to comply with the Federal Financial Management Integrity Act of 1996 (FFMIA) by addressing VA's long-standing major financial management system functionality material weakness and improve financial management performance by providing a modern, efficient core financial management system that complies with Federal accounting and systems standards and provides maximum support to the VA mission. The proposed IFAS contract must enable VA-wide implementation of expanded functional capability, full integration of critical system components, business process reengineering as well as high quality production and customer support. The IFAS solution must meet Office of Management and Budget (OMB) Financial Management Line of Business (FMLoB) business standards. Consistent with the FMLoB initiative, VA will consider OMB designated Federal Shared Service Providers (SSPs) for Financial Management as well as private sector providers. Using source selection procedures described in Federal Acquisition Regulation (FAR) 15.3, an award is contemplated (either a contract to a commercial entity or an interagency agreement to another Federal agency) to the responsible Offeror whose proposal is responsive to the solicitation requirements and is determined to be the best value to VA. VA contemplates an award of a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract where orders may be placed on a cost plus fixed fee, cost plus award fee or fixed price basis, depending on the nature of the specific order requirements. The ordering period is 120 months with an additional 12-month period for completion of orders. The solicitation will be made publicly available via the Internet at: https://www.fbo.gov. Draft documents and reference materials made available prior to solicitation issuance are for informational purposes only and are subject to revision. It is the responsibility of interested parties to regularly monitor https://www.fbo.gov for updates. The Government will not provide hard copies of the solicitation. Interested parties are responsible for monitoring the Website and downloading the solicitation, its attachments, and any amendments from the Internet site identified above when issued. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. This acquisition is unrestricted regarding business size. All responsible sources may submit a proposal which will be considered by the agency. The North American Industrial Classification System (NAICS) code for this procurement is 541512 and small business size standard is $25 million in average annual revenues.
