Description
[BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for purchase and installation of one (1) Lenel LNL-1320 dualcard reader, two (2) Hy-Security HTG 320-2 hydraulic barrier for the Visitor CenterVehicle Gate.[SPECIFICATIONS]The specifications are:(1)Furnish and install one (1) Lenel LNL-1320 dual card reader interface module in a12 x 12 Hoffman enclosure with backplane and locking door in the existing guard kioskat the Visitor Center vehicle entry.(2)Disconnect and reconnect the existing card reader before and after the gatecontractor relocates the card reader and card reader stanchion. Furnish and install cablefrom the card reader at its new location to the Lenel dual card reader interface modulein the guard kiosk.(3)Hook up to a manual gate override pushbutton that is to be furnished andinstalled in the guard kiosk. Furnish and install the cable from the Lenel dual cardreader interface to the pushbutton.(4)Program NASA DFRC Lenel OnGuard software (5)Furnish and Install (2) two Hy-Security HTG 320-2 hydraulic barrier gateoperators using 14 aluminum tubing arms.(6)Furnish and Install (2) two 24x24x18 concrete operator pads. Each operator padwill be 2 above existing grade.(7)Each operator will have (4) four anchor bolts imbedded in the operator pad10.(8)Saw cut asphalt from guard shack to each operator pad. rigid conduit will beinstalled in the trench for power and (2) two PVC for low voltage control wiring. Theconduits will be stubbed up inside the operator. No exposed conduits.(9)A total of (5) 4 diameter protections posts (bollards) will be set in cement atthe corners of each machine and (1) one on the entrance side of the two goosenecks.(10)Furnish and install (2) two 4x8 closing loops will be saw cut into pavementunder each barrier gate arm. The saw cuts will be filled with a natural mortar with blackoxide for color.(11)Saw cut (1) one open loop on the inside for free exit approximately 75 back fromguard shack in the exit lane. The saw cuts will be filled using natural mortar with blackoxide for color.(12)Furnish and install (2) Banner-World-Beam QS30 photo cells. One per machine. Eachphoto cell will be installed approximately 18 above grade and will be mounted to thebarrier gate cabinet. The use of the photo cell is primarily for the larger trucks.Reflectors in the opposite side, attached to 6 tall poles(13)Furnish and install (2) Miller sensing edges on bottom side of aluminum arms.This sensing edge will stop the gate arm and make it reverse upon contact(14)Provide (2) two extra 14 aluminum arms. In the event the arms are damages, theycan be changes without any downtime.(15)Send a System Specialist to the site. The System specialist will physicallyinstall equipment and cable and will program NASA DFRCs Lenel OnGuard software. (16)Covert existing Slide Gate Operator to front drive locationa)Remove each slide gate operator and chain assemblyb)Construct (1) operator stand and attach to front guide roller postc)Cut slot in post for chain to travel thrud)Install chain bracket at each end of gatee)Install (1) one single chain and chain boltsf)Run conduit from existing location to new location. Pull necessary wire. Put gatein operationg)Remove existing drive sprocket and replace with (1) one 41-B1-25 drive sprocketto increase speed if operator.(17)Warranty on Gates to includea)4 years in operators by manufacturerb)1 year on new parts provided and installedc)1 year labord)Warranty work preformed during normal working hours[SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the items Convergint Technologies. Due to past experienceand performance with NASA Centers in California, Drydens Security Office has chosenCovergint Technologies as the Value Added Reseller (VAR) for agency wide LENEL programinterface solution. The requirement for compatibility with existing equipment andinterchangeability is very important. The office of Security and Program Protection atNASA Headquarters has determined that LENEL will provide specified makes and models oftechnical security equipment and parts in order to satisfy the agency wide physicalsecurity system. Convergint Technologies was chosen as the VAR for LENEL system inaccordance with FAR 6.302-1 provision. This provision is authorized by statute10.U.S.C.2304(a)(1).[FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 7, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
