Description
A Request for Proposal in electronic format only will be available for download on or about February 11, 2009 at www.fbo.gov No disks shall be mailed. Any resulting contract will be firm-fixed priced. The North American Industrial Classification System code is 327390, which has a size standard of 500 employees. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be selected for the award. The solicitation shall be issued as a commercial solicitation in accordance with FAR Parts 12 and 13. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, therefore, the successful firm shall have the capability to acquire such bonding. DESCRIPTION OF WORK: Scope is to procure a 230' long, floating breakwater and to transport the floating breakwater to the Juneau/Douglas area and turn it over to the City and Borough of Juneau. A full design is included for a monolithic, 18' wide by 8' deep, foam filled, post-tensioned concrete, barge-type structure. Exhibit drawings will show the anticipated moorage for this structure. A performance specification for the floating breakwater will also be included. The floating breakwater must provide stable transient moorage space and undergo only limited movement during tidal fluctuations and under wind and wave related loading. The west end of the floating breakwater must accommodate a future gangway and there is limited depth under the west end. It is expected that pile moorage is the only way to achieve the necessary stability of the floating breakwater.
