- NASA/JSC plans to issue a Request for Proposal (RFP) for work to perform advancedstudies, design, development, testing, manufacturing, and evaluation (DDTM&E) andsustaining engineering (SE) necessary to certify, deliver and maintain ExtravehicularActivity (EVA) equipment, Flight Crew Equipment (FCE), Crew Health and ConditioningSystems (CHeCS), Extravehicular Robotics (EVR) equipment, Environmental Control and LifeSupport (ECLSS) equipment, Active Thermal Control Systems (ATCS) equipment, Avionicsequipment, and Ground Support Equipment (GSE) necessary to support these systems. Theproducts and services will support the Space Shuttle Program (SSP), the InternationalSpace Station Program (ISS), Constellation Program (CxP), and other Government FurnishedEquipment (GFE) for these human space flight programs.Sustaining engineering forexisting projects within these programs will also be performed. This effort will includethe necessary labor, material, equipment, and facilities to accomplish the tasks requiredby the contract. These categories will subsequently be referred to as Crew, Robotics,Avionics, and Vehicle Equipment (CRAVE). Multiple IDIQ contract awards are anticipated.At least one award will be made to aneducational or nonprofit institution under the authority of 10 U.S.C. 2304(c)(3) ascontemplated by the provisions of FAR 6.302-3(a)(2)(ii) which states that full and opencompetition need not be provided when it is necessary to award the contract to aparticular source or sources in order to establish or maintain an essential engineering,research, or development capability to be provided by an educational or other nonprofitinstitution. INDUSTRY DAY:A CRAVE Industry Day is planned for this procurement. NASA Johnson Space Center(NASA/JSC) is hereby soliciting firms to attend on February 17-18, 2009 at the NASA/JSCGilruth Recreation Center. The presentation to industry will be held on February 17thfrom 1:00 p.m. to 3:00 p.m. in the Alamo Ballroom. One-on-one communicationopportunities will be scheduled from 3:00 p.m. to 4:30 p.m. on February 17th and from9:00 a.m. to 4:30 p.m. on February 18th in the San Jacinto meeting room at the GilruthCenter. GOALS:The goals of Industry Day are to:1. Promote competition on the CRAVE recompetition.2. Develop industry understanding of the Governments current vision and objectivespertaining to the contract.3. Allow NASA/JSC to utilize industry input to improve the CRAVE RFP.SIGN-UP REQUIREMENTS:Industry Day is open to all firms: both companies that have performed work at JSC andthose that have not performed work and are interested in pursuing contractingopportunities.All interested parties are encouraged to attend.Industry is requested to RSVP by close of business on Monday, February 9, 2009, by e-mailto the Contract Specialist, Mary F. Thomas, at JSC-CRAVE@mail.nasa.gov. Attendance islimited to three attendees per company. The RSVP request shall include the followinginformation:1. In the subject line of your e-mail note: CRAVE Industry Day RSVP.2. Point of contacts name, company, address, and phone number.3. Names and titles of attendees (limited to three) attending from your company. QUESTIONS AND ANSWERS (Q&A) FOR INDUSTRY DAY:Industry Day will focus on the understanding of the Governments current CRAVE contractat NASA/JSC, and its reflection of the requirements for the recompetition of thiscontract. It is the Government's intention to post a draft Statement of Work (SOW) inthe near future.A Q&A period will follow the presentation. Questions may be answered, but keep in mindthat this event is an open exchange with industry and no answers given will be consideredofficial.A draft Request for Proposal (RFP) is planned to be released. After its release NASA/JSCwill hold a pre-proposal conference. This will allow industry to ask questions specificto the draft RFP. Industry will then be requested to submit questions in writing so thatthe Government may officially respond. ONE-0N-ONE COMMUNICATIONS WITH INDUSTRY:To facilitate open communications with industry, personnel will be available forone-on-one meetings in conjunction with Industry Day.The purpose of the one-on-one meetings is to provide industry with the opportunity tobetter understand the existing requirements under CRAVE. It is intended as a question andanswer session. The government will not prepare a presentation and will depend solely onthe prospective offeror to ask questions.An individual company or a group of businesses planning to team or subcontract mayattend; however, each company is limited to three participants. A maximum of eightindividuals representing a team of partnered companies may attend a one-on-one meeting. Meetings will not exceed 30 minutes in length, and each company will be limited to onemeeting.Scheduling of appointment times are on a first-come, first-served basis. Appointmentswill be scheduled in 30-minute increments between 3:00 p.m. and 4:30 p.m. on February 17,2009, and between 9:00 a.m. and 4:30 p.m. on February 18, 2009. Should the number offirms requesting a one-on-one meeting exceed the allotted time, additional meetings maybe held the week of February 23, 2009.Appointment times after the Industry Day will becontingent on the availability of personnel. However, we will attempt to schedule allmeetings as quickly as possible to prevent unnecessary delays.To schedule your one-on-one appointment, please contact the Contract Specialist, Mary F.Thomas, via e-mail at JSC-CRAVE@mail.nasa.gov no later than Monday, February 9, 2009.
