Description
THIS IS AN ADVANCE NOTICE OF AN INTENT TO AWARD ON A NON-COMPETITIVE BASIS TO HDR ALASKA, INC. REQUEST FOR PROPOSAL FOR THE REQUIRED SERVICES WILL BE SENT AFTER 27 FEBRUARY 2009. NO RESPONSE IS REQUIRED FOR THIS ANNOUNCEMENT SERVICES NEEDED: The Alaska Regional Office of the National Park Service (NPS) wishes to retain HDR Alaska, Inc., (HDR) to complete design development and construction document services for wastewater treatment and disposal as well as the rehabilitation of the collection system for Denali National Park Frontcountry area. HDR has completed the preliminary work of site investigation and schematic phases of the project. NPS deemed it reasonable to continue with HDR as the contractor, since it had the historical memory and data from its previous satisfactory work, and therefore solicited a proposal for the design development and construction document services phase under an existing and previously utilized A-E IDIQ contract. HDR submitted its proposal for the award of a task order under its IDIQ contract when a government administrative error intervened and stopped the process. After the error had been detected and corrected, utilization of the IDIQ contract was no longer possible. After due consideration of project factors including estimated cost, previous history (experience with the project), familiarity with the known data, and time constraints, the decision was made to award a contract to HDR for the completion of the design development and construction document services phase on a non-competitive basis as a follow-on contract. The proposed project will construct a new wastewater treatment facility to replace the existing aerated lagoon system. The location of the new facility will be within the general vicinity of the existing lagoon. The wastewater treatment facility will be designed to handle the projected 20 year design domestic wastewater flows for summer and winter use from the Frontcountry Development and to treat all of the concentrated truck-hauled wastes from the Park's septic tanks and vault toilets. (It will be assumed that all chemical toilets will be replaced with vault toilet type of facilities prior to the operation of this facility under a separate project). The new wastewater treatment facility will be capable of winter shut down as well as winter treatment of low flows. This project will also rehabilitate the existing wastewater collection system. The rehabilitation of the existing wastewater collection system will correct all reverse grades and inadequate manhole connections. The un-permitted seasonal lagoon will be abandoned and regraded to original lines and grades. The project will require several engineering disciplines: electrical, mechanical, structural, and civil. Supplemental Services will include waste water sampling and analysis, and permitting assistance to include the preparation of Approval to Construct documents and National Pollution Elimination Discharge Permit preparation. The contractor will respond to all preliminary permit and approval questions from EPA and ADEC, and obtain the required information for the Alaska Railroad Right-of-Way permit application.
