- Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Olympus Surgical & Industrial America Inc., Orangeburg, NY for a Olympus EVIS EXERA II at the VA Medical Centers located in Iron Mountain, Michigan. The product provided by Olympus Surgical & Industrial America Inc is the only high-definition imaging system designed for application across medical and surgical endoscopy. The flexibility of this system allows for intraoperative colonoscopy by allowing surgeons to switch between a laparoscope and colonoscope during advanced colorectal surgery to confirm an anastomosis. The unique imaging system introduces for the first time a combination of 1080i HD image processing with Narrow Band ImagingTM technology to enhance visualization of mucosal surfaces. EVIS EXERA II is also the only system that introduces a fully integrated HD system throughout the entire imaging chain, beginning with the HD EndoEYE videoscope, through the powerful HD processor, and onto the HD monitor, for a true HD image. Olympus is the only vendor to provide an aspect ratio of 5:4. Everyone else is 16:9 which is cinema and results in a stretched image from side to side and top and bottom cutoff. This results in distortion. This system is the only system on the market that allows you to run GI scopes and OR scopes. No other vendor can offer this. This system provides a mirror image back-up as it is the exact same equipment that we run in our GI lab. It also offers one piece HD EndoEye laparoscopes, the metal shaft has no rod lenses whereas standard laparoscopes have 15-17 glass lenses that can be easily This is the only product with the ability to provide a surgical video endoscope system with the following required features: "CCD video chip in the distal end of the scope to eliminate the need for a camera head on the scopes. "Video processor that is compatible with both HD and non-HD video endoscopes and camera heads. "Camera head that is autoclavable. "Deflectable tip laparoscopic scopes with 10MM and 5MM. "High definition, distally mounted CCD video chip, autoclavable, 10MM laparoscopes "Distally mounted CCD video chip, autoclavable, 5MM laparoscopes This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by 2 February 2009 at 1600hrs. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with all of the requirements. All interest received on or before 2 February 2009 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
