Description
Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Skytron., Grand Rapids, MI for Surgical Booms at the VA Medical Centers located in Iron Mountain, Michigan. The product provided by Skytron is the only contractor that provides the product that has the capability to be compatible with the existing equipment. The surgical suites have limited space in the OR suites due to room size and ceiling height. Any equipment that would require multiple hubs in the ceiling for mounting each individual equipment boom/arm would hinder the mobility of the equipment and surgical light positioning. The central tandem mount is unique. It has the ability to mount up to 4 device arms on one ceiling hub. This design is critical in our OR suites due to room size and space limitations. Skytron's "Central Tandem Mount" with up to 2 equipment booms and 2 light heads, provides shoulder to shoulder coverage of the patient in a 360? arc. It provides the clinical pathway for surgery global positioning around the surgical field. This enhances patient care in minimizing room set up and allowing surgeons and nurses access to the equipment regardless of surgical procedure or patient entry. The Skytron Equipment Boom arms come in a variety of lengths that provide the reach in excess of other space management designs and provide set up flexibility for all types of specialties and clinical need requirements. The Aurora LED Lights have several features unique in the design for surgical illumination. The key feature is the variable focus design. The Aurora light is the only variable focus light available in the world today. This allows the surgeon to provide pin point focus at any level within the wound cavity. The VSRD cold mirror reflector technology provides a shadow free field for the surgeon as well. By splitting the LED beam, over 500 points of overlapping light patches in the field are created. The Aurora LED Lights provides a design for suspension such that it provides for 360? of movement at every junction. Other designs have stops or arm conflicts that limit the range of motion or inhibit surgical light positioning as well as interfere with the equipment arms. The Aurora Lights offer 2 color temperature settings. Color correct temperature of 4,000K or 4,500K can be flexibly determined case by case, based upon each surgeon's individual needs and preferences. This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by 2 February 2009 at 1600hrs. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with all of the requirements. All interest received on or before 2 February 2009 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
